Welcome to the June issue of our multilingual Parliamentarians@COP31 newsletter, prepared by GLOBE Legislators serving as theUNFCCC Focal Point for the world’s parliamentary constituency. Our work supports legislators to deliver on their Paris Agreement (and related) climate commitments, and to prepare for and engage effectively at COP31.
 
The newsletters are available in English, French, Portuguese, and Spanish.
 
We are proud to have worked closely with the COP28-COP29-COP30 Presidencies, brought together as the first such Troika, to better coordinate across the Presidencies and support Mission 1.5C. This year, we look forward to working with the COP31 Co-Presidencies of Türkiye and Australia and look forward to engaging with their parliamentarians.
 
Our focus is on ensuring that the global parliamentary constituency is well-informed and supported to engage in the UNFCCC process, the annual COPs and related international fora. Resource: At COP28 and COP29 GLOBE hosted the first Parliamentary Pavilions at COP.

The 75+ events covering all key COP issues were livestreamed, with the recordings available as a permanent resource for MPs and staff keen to understand the issues from leading players.  These remain a relevant and handy resource for MPs seeking to navigate COP issues, multilateral funds, etc. The Pavilion recordings and more can be found on the GLOBE YouTube channel playlists here, with photos on Flickr here.
UN/COP Presidency Updates

COP31 President-designate Writes First Letter to Stakeholders Outlining Priorities for Global Climate Action Agenda

In keeping with the tradition started at COP28, the COP31 President-designate, His Excellency Murat Kurum, released his first letter to stakeholders committing to strengthening the work of previous COPs. In the letter, the President-designate stated that in collaboration with its co-host, Australia, COP31 will be guided by the vision of Dialogue, Consensus, and Action. H.E Kurum further stated that in keeping with the six axes of the Global Climate Action Agenda (GCCA), COP31 will prioritise the following: Zero Waste; Oceans and Seas; Climate-Resilient Cities; Powering Climate Action; Youth & Education; Green Industrialisation; Clean Energy Transition  Biodiversity & Land; and Adaptation & Resilience. Sally Higgins Appointed
COP31 Youth Climate Champion

Young Australian farmer and sustainability consultant, Sally Higgins, has been appointed the COP31 Youth Climate Champion. Described as a passionate advocate for climate change and elevating the voices of young people by the COP31 President-designate, Higgins will ensure youth perspectives are integrated into the negotiation processes. Opens Accommodation Portal

www.cop31.tr has been launched as the official website and database for information for COP31. In addition, a dedicated page for information on accommodation and other logistical information has been provided. Please visit early to book your accommodation.

COP31 Climate High-level Champion Engages
with G7 Leaders

COP31 Climate High-Level Champion Samed Ağırbaş, in May, engaged with G7 leaders in Paris. Ağırbaş used the opportunity to call on leaders to prioritise translating climate diplomacy and commitments into tangible results. He emphasised the need to scale up clean energy, climate finance, and enhance zero waste strategies.

COP31 Joint Presidency Issue Letter,
Appoint Pacific Climate Envoys

COP31 Joint Presidents H.E. Murat Surum, COP31 President-designate from Türkiye, and Hon Chris Bowen MP, President of Negotiations from Australia, have released a joint letter to stakeholders underscoring the collaborative nature of the joint Presidency.  The letter includes the appointment of Pacific Climate Envoys: Ms Kristina Eonemto Stege from the Republic of Marshall Islands, Regional Envoy for Oceania, focused on keeping 1.5 within reach; Mr Ruel Yamuna, from Papua New Guinea, Envoy for Access to Climate Finance & Hon Inia B Seruiratu MP, from Fiji, Envoy for the Ocean. Fiji and Tuvalu to Co-Host Pre-COP31

Fiji and Tuvalu have been chosen to co-host the Pre-COP31 meeting, bringing Pacific leadership to the forefront of global climate preparations. Fiji will host the Pre-COP meetings and Tuvalu will be convening a Leaders’ event in the region. These gatherings are expected to give global leaders a chance to see firsthand how climate change is affecting Small Island Developing States. Pre-COPs are an important step in shaping priorities ahead of the UN climate summit, providing a space for countries to align positions and set the agenda for negotiations. In addition, Palau is also set to host a special climate event alongside the Pacific Islands Forum Leaders Meeting in August. More here.

SB64 to Set the Stage for COP31

The 64th session of the UNFCCC Subsidiary Bodies (SB64) will take place from 8 to 18 June, 2026 at the World Conference Center Bonn, Germany. These meetings provide a key forum for technical and policy-level discussions, preparing the technical and policy groundwork for COPs. SB64 will allow Parties to review progress on climate negotiations, exchange views on implementation, and ensure that COP31 discussions are informed by up-to-date scientific, technical, and policy insights. Climate Week 3 Ends in Yeosu

The UNFCCC’s Climate Action Week 3 (CW3) officially came to a close on 25 April, 2026. Convened at the Yeosu Expo Convention Centre, South Korea, between 21-25 April, the week brought together stakeholders and policy makers to discuss wide-ranging climate and development issues from adaptation and resilience, to energy security and transition, and how to implement climate commitments. Santa Marta: Countries Want Legal Framework
for Fossil Fuel Phaseout

Countries have called for the adoption of a legal mechanism which will ensure fair phaseout of fossil fuels. This was during the Opening Plenary of the Transition Away from Fossil Fuels’ (TAFF) conference convened by the Governments of Colombia and The Netherlands on 28 April, 2026. The conference which brought together representatives of over 55 countries “highlighted frustration with existing multilateral frameworks based on consensus and influenced by interests of the fossil fuel industry, and reinforced the urgent need for stronger international cooperation, and the necessity of negotiating a new global mechanism to manage a just, orderly, equitable and rapid phaseout of fossil fuel.” More here.

Parliamentary Forum Held on 26 April

Africa Energy Forum Held

On the sidelines of the TAFF, a Parliamentary Forum on fossil fuel phaseout was convened by Parliamentarians for a Fossil-Free Future who brought together Members of Parliament and other stakeholders to discuss the key role of parliaments in driving this vision. Conversations resulted in the adoption of a set of priorities viz: the need to address the fiscal dependency trap that ties public revenues to fossil fuels; the urgency of reforming financial and investment systems to expand fiscal space rather than deepen debt; the importance of aligning international agreements and treaties with transition goals; the central role of parliaments as implementers—through legislation, budgeting, and oversight.  The highlight of the Parliamentary Forum was the adoption of a Parliamentary Political Declaration signed by 40 Members of Parliament from across the world. 

Tuvalu and Ireland will host the 2nd Conference on TAFF.

World Bank/IMF Spring Meeting

This year’s World Bank/IMF Spring Meetings took place on 13-18 April, in Washington DC. The meeting reflected on the energy crisis and further provided a platform for engagements on climate and green energy-focused conversations. Relive the experience here.

Petersburg Climate Dialogue Held

The 17th Petersberg Climate Dialogue has taken place in the city of Berlin, Germany bringing together more than thirty countries. Convened by the joint-COP31 Presidencies and Germany, on 21-22 April, 2026, the dialogue sets the stage for COP31 with focus on the following: accelerating implementation; energy and finance (adaptation finance); building multilateralism; NDCs implementation; etc.

Preparations for LCAW2026 Gather Momentum
as Key Events Confirmed

Preparations for this year’s London Climate Action Week (LCAW2026) is gathering momentum with series of high-level events already confirmed. As a founding-member of LCAW, GLOBE will be gathering the world’s leading legislators at the UK Parliament for its 35th Anniversary celebrations on Wednesday 24th June (more below). Other events at LCAW include: High-level Ministerial on Oceans convened by the UK Government and Commonwealth Secretariat; opening ceremony of the LCAW Zero Waste Hub on Fleet Street, in partnership with and focusing on a key priority of Turkish COP31 Presidency, with a high-level opening on Monday 22nd June morning; Nigeria Climate Investment Summit, organised by GLOBE & SOStainability, on Tuesday 23rd June in partnership with the Worshipful Company of Fuellers, Sustainable Energy for All, and the Commonwealth Secretariat; LCAW State of Climate Politics Summit, organised by E3G on Tuesday 23rd at Mansion House; UK Energy Summit on Tuesday 23rd June at Mansion House;  LCAW Governance Forum, with E3G and Client Earth, on Wednesday 24th June morning; LCAW Student-MP Climate Surgery across London on Friday 26th June; etc. LCAW2026 is expected to exceed the 700+ events of last year and will once again be working in close cooperation with the COP31 Presidency and focus on the following themes: Building, Investing & Innovating the Net Zero Economy; Understanding Climate Risk & Building Resilience; Regenerating our Nature & Oceans; Mobilising Whole of Society Climate Action. More at: www.londonclimateactionweek.org

MPs to Converge in London for
GLOBE’s 35th Anniversary at LCAW 2026

GLOBE Legislators will bring together leading Members of Parliament and key stakeholders at London Climate Action Week for a special celebration at the UK Parliament marking the 35th anniversary of the organisation co-founded by Al Gore, John Kerry and parliamentarians from Europe, Japan and Russia. Now also serving as the UNFCCC Focal Point for the Parliamentary Group, GLOBE will introduce its new Board as the organisation moves its HQ to Nairobi, and marks the occasion with a focus on the theme :“Building Political Resilience & Public Consensus for Climate Action. Nigeria Climate Investment Summit Set to for LCAW

The inaugural Nigeria Climate Investment Summit (NCIS), organised by GLOBE Legislators in collaboration with SOStainability, is billed to be held in London on 23 June, 2026.  A flagship programme at London Climate Action Week (LCAW) 2026, the summit will convene senior Nigerian officials, including Members of Parliament, Heads of Ministries,Departments, and Agencies, Governors of States, private sector players, and key regulators, alongside global development finance institutions and capital networks. The summit aims to spotlight emerging opportunities driven by recent climate policy development in Nigeria, showcasing not just what Nigeria has to offer, but what the global community can benefit. The summit is backed by prominent institutions including the Commonwealth Secretariat, the United Nations’ Sustainable Energy for All (SEforALL), the City of London, and several others. More here.

Maine Lawmakers Pass Bill on Climate Cost

The Maine Senate, in the northeastern United States, has passed LD 1870, a Bill that would commission the first-ever comprehensive study to assess and document the financial damage climate change has inflicted on the state. The devastating winter storms of 2023–2024 alone cost Maine an estimated $90 million in damage to public infrastructure, emphasising the urgency of putting a price tag on climate-related losses. The Bill, which is estimated to cost $600,000, now awaits a funding decision from the Appropriations and Financial Affairs Committee. Supporters see it as a critical foundation for future legislation that would hold the world's largest oil and gas companies financially accountable for their share of the damage. More here

The US State of Tennessee’s General Assembly has passed a Bill to protect oil and gas companies from being held legally liable for damages caused by climate change. This puts the state on the opposing side of neighboring State Maine, who has passed a Bill to ensure accountability.  Having passed both chambers of the state legislature, the Bill now awaits the signature or veto of Governor Bill Lee. 13th World Urban Forum

On the sidelines of the World Urban Forum (WUF13) which took place in Baku, Azerbaijan, from 17 to 22 May 2026, a parliamentary roundtable was convened as a platform to “exchange, showcase legislative innovations, and catalyze parliamentary action aligned with global commitments, including the New Urban Agenda and SDG 11". This follows from the parliamentary webinar convened by by the Milli Majlis of Azerbaijan as a build-up to the WUF13, on 30 January. More here

MPs Strengthened on Loss and Damage Finance

The United Nations Environment Program (UNEP) Copenhagen Center, in collaboration with Climate Parliament and UNIDO, with support from the Green Climate Fund, convened a regional virtual roundtable under the Parliamentarians for Climate Finance initiative to strengthen parliamentary capacity on Loss and Damage finance. Members of Parliament from across Africa, Small Island Developing States (SIDS), and beyond, explored ways to operationalise the fund for responding to Loss and Damage and ensure that support reaches climate vulnerable communities. IPU Elects New Secretary General

In a historic first, the Inter-Parliamentary Union (IPU) has elected Ambassador Anda Filip as its ninth Secretary General. Anda Filip is the first woman to hold the post in the organisation's 137-year history. The election took place on 19 April, 2026, during the 152nd IPU General Assembly held in Istanbul, Türkiye. Amb. Filip, who has worked at the IPU for more than 20 years, has served as Director for Member Parliaments and External Relations since 2011 and previously represented the IPU as Permanent Observer to the United Nations in New York. She succeeds outgoing SG Martin Chungong whose term ends on 30 June 2026. More here

The Sustainable Energy and Environment Coalition (SEEC), in collaboration with Perry World House at Penn Washington, convened members of Congress, diplomats, experts, and private sector representatives during the IMF and World Bank Spring meetings to discuss the future of global climate finance. The conversation centered around the mounting pressures on climate-vulnerable countries amid shifting geopolitics and declining development assistance. It explored how the United States can leverage existing public and private sector tools to strengthen support for these communities. More here

Climate Parliament in partnership with the United Nations Industrial Development Organisation (UNIDO) with support from the Green Climate Fund (GCF) convened senior government officials, parliamentarians, and investors in Abuja, Nigeria, for the Green Investment Dialogue and Capacity Building Workshop, where a training guide and syllabus was launched to strengthen how Members of Parliament understand and engage with climate and energy policies. The central focus of the guide is to bridge the gap between policy and implementation, explaining how clearer regulation and better financial design can help attract climate finance to Nigeria. The guide was produced under the Climate Parliament’s Parliamentarians for Climate Finance project. More here

Parliamentarians@COP31 Webinar

CPA Holds Disaster Risk Management Workshop for SIDS MPs

The next monthly Parliamentarians@COP31 webinar will take place on 17 June, 2026. There will be morning and afternoon sessions in order to accommodate the different time zones. The monthly webinars serve as information sharing sessions and further as a platform to rally members of the Parliamentary Group to take climate action including parliamentary participation in NDCs. The May edition took place on 27 May bringing together members to discuss parliamentary events held so far within the year, and plan for next events including GLOBE’s 35th anniversary celebration, London Climate Action Week, SB64, etc.  To register, please email <focalpoint@globelegislators.org>.
