Event Summary:
The “Pre-COP30 Parliamentary Forum” will bring together Members of Parliaments and experts from around the world, to strategise and share experiences on how to enhance national climate plans (NDCs 3.0), and help advance the COP30 Presidency’s Action Agenda.
Guided by the COP30 Action Agenda’s six themes, the Forum will focus on how parliamentarians around the world are helping to deliver their objectives.
It will also include:
📈 NDCs 3.0 & NextGen Climate Laws
⚖️ The ICJ Ruling on Climate Change
🇺🇳 Parliamentarians as a Constituency at the UNFCCC
📚 Launch of Portugese edition of “Parliamentary Guide to Climate Change”
📚 Launch of “Parliamentary Guide to Articles 6 and Carbon Markets”
📚 Launch of “Parliamentary Engagement in NDCs 3.0”
This hybrid event will provide an accessible platform for engagement in the COP30 process by Members of Parliament.
Organised by GLOBE Legislators, in partnership with Plataforma CIPÓ, Clima de Política, OPCC, and other leading regional networks, the Forum is hosted by Municipal Chamber of Rio (Câmara Municipal), at the Municipal Chamber of Rio (Câmara Municipal).

Fórum Parlamentar Pré-COP30
Temos o prazer de convidá-lo(a) a reservar esta data para o Fórum Parlamentar Pré-COP30, que acontecerá durante a Semana de Ação Climática do Rio (RCAW), na quarta-feira, 27 de agosto de 2025, na Câmara Municipal do Rio de Janeiro.
Organizado por GLOBE Legislators, em parceria com a Plataforma CIPÓ, Clima de Política, OPCC e com o apoio da Câmara Municipal do Rio, este fórum híbrido reunirá parlamentares de diversas partes do mundo para debater o papel fundamental dos parlamentos na promoção da ação climática rumo à COP30.
Este evento de alto nível será um dia inteiro de diálogos sobre legislação climática, mercados de carbono e financiamento climático, como preparação para a COP30 em Belém.
Como muitos parlamentares não poderão comparecer presencialmente à COP30, este Fórum representa o último momento estratégico para contribuir com a Agenda de Ação em Seis Pontos da Presidência da COP30 e impulsionar a ambição antes da submissão final das NDCs 3.0.
A programação incluirá contribuições de palestrantes nacionais e internacionais, estudos de caso, apresentações técnicas e um espaço para diálogo aberto entre parlamentares.
