Parliamentary Roundtable at Baku Climate Action Week 2025: Strengthening Climate Laws and Institutions for Climate Resilience and Net Zero Transition

On the opening day of the second Baku Climate Action Week 2025, hosted by the COP29 Presidency, GLOBE Legislators joined the BCAW Organising Team to convene a High-level Parliamentary Roundtable to explore the role of climate laws and institutions in supporting national climate plans, NDCs, and accelerate the green transition.

The Roundtable also saw the official launch of the Azerbaijani version of GLOBE’s “Parliamentary Guide on Article 6 and Carbon Markets”, a practical resource designed to equip Members of Parliament with practical knowledge of the Article 6 Mechanism and Carbon Markets, especially in preparation for the ‘Article 6 Ambition Dialogue’ to be held at COP30 in Belem.

The BCAW Roundtable opened with speeches from Mr Sadiq Gurbanov, Member of Parliament of the Republic of Azerbaijan, Chair of the Committee on Natural Resources, Energy and Ecology; Mukhtar Babayev, Special Representative of the President of the Republic of Azerbaijan for Climate, President of COP29; and Nigar Arpadarai, Member of Parliament of the Republic of Azerbaijan, COP29 Climate High-Level Champion for COP29, moderated by Dr Fariz Ismailzade MP, Vice Rector, ADA University, and GLOBE COP29 Parliamentary Champion.

GLOBE chief executive, Malini Mehra, honoured to also serve as the Curator for BCAW, provided an update on parliamentary engagement on the climate change agenda globally and the UNFCCC process in particular.

The Deputy Minister for Ecology and Natural Resources, Umayra Tagiyeva, also addressed the Roundtable, and a range of distinguished members of the Milli Majlis, the national parliament of Azerbaijan, and government agencies also contributed.

The Roundtable also heard from international experts Kalyani Inampudi, ESG Expert and author of the GLOBE Parliamentary Guide on Article 6 and Carbon Markets, and Boleslaw Matuszewski, Lawyer and Attorney for ClientEarth.
