Welcome to the September Issue of our multilingual Parliamentarians@COP30 newsletter, prepared by GLOBE Legislators serving as theUNFCCC Focal Point for the world’s parliamentary constituency. Our work supports legislators to deliver on their Paris Agreement (and related) climate commitments, and to prepare for and engage effectively at COP30.
 
This year, GLOBE has added another language–Portuguese– to the newsletters to facilitate engagement by legislators from Brazil, the host of COP30. The newsletters are now available in English, French, Portuguese, and Spanish.
 
We are proud to work closely with the COP28-COP29-COP30 Presidencies, now brought together as the first such Troika, to better coordinate across the Presidencies and support Mission 1.5C.
 
Our focus is on ensuring that the global parliamentary constituency is well-informed and supported to engage in the UNFCCC process, COP30 and related international fora. UN/COP30 Presidency Updates

Climate Summit Takes Place at UN Headquarters

As a final high-level build up to COP30, the United Nations’ Secretary General, Antonio Guterres convened a Climate Summit at the United Nations Headquarters in New York on Wednesday, 24 September, 2025. The event, which brought together Heads of State, Government leaders, civil society and business leaders was a launchpad for COP30 in Belém. Importantly, some 100 countries, including 40 heads of states, took this opportunity to commit to increased and ambitious NDCs. More here

Thematic Days for COP30 Announced

The COP30 Presidency has released the official calendar of thematic days for the UN Climate Change Conference in Belem, which will be held from November 10–21, 2025. Each day focuses on a set of sectoral and cross-cutting themes spanning over 30 topics, including forests, biodiversity, finance, energy and food systems. The calendar is designed to connect high-level negotiations taking place across both the Blue and Green Zones with practical implementation. More here

COP30 Presidency Issues 7th Letter

The COP30 Presidency has issued its Seventh Letter addressed to businesses and the private sector, calling on them to lead the climate transition and to engage with the COP30 Action Agenda– a structured roadmap built around six thematic pillars and roughly 30 objectives. The letter published on August 29, 2025, invites CEOs, investors and innovators to come to Belém with credible solutions, plans for partnerships and investments to help implement commitments from previous COPs and accelerate practical climate action. COP30 Leaders' Summit to Take Place in Belém 6-7 November

The COP30 Presidency has announced that this year's high-level Leaders' Summit will take place on 6-7 November, 2025, in Belém. This is a departure from the usual practice of the Leaders' Summit taking place during the official COP dates. The Leaders' Summit will be preceded by a Local Leaders’ Forum on 3-5 November in Rio de Janeiro, with COP30 itself taking place from 10-21 November. Access the COP30 calendar here

HLCs, UNFCCC, COP30 Release Synthesis Report for Global Climate Action Agenda

The COP30 Presidency, COP29 and COP30 Climate High-Level Champions, and the UNFCCC have released a synthesis report that captures a diverse set of 67 inputs from over 120 countries, calling for stronger implementation of commitments, scaled and equitable climate finance, better metrics to align non-state action with national strategies, and inclusive stakeholder engagement to guide the new Action Agenda through 2030. This is part of the series of engagements and calls for inputs by the COP30 and COP29 High-Level Champions for inputs that will help shape the Global Climate Action Agenda (GCAA).  More here

Brasilia to Host Pre-COP 13-14 October

This year’s Pre-COP will take place in the Brazilian capital of Brasilia from 13-14 October, 2025. Pre-COP is part of series of meetings and engagements held before the actual COP to help set the scene for the COP itself. This year around 65 delegations from member countries of the UNFCCC have been invited to attend. The 2-day event will take place at the Brasil International Convention Center (CICB), Asa Sul. At UNGA80 President Lula Calls for Implementation of Climate Pledges

The President of Brazil (COP30 Presidency), Luiz Lula da Silva, has called for stronger global cooperation to better address climate challenges. Speaking at the opening of the 80th UN General Assembly, President Lula called for UN reforms, urging world leaders to step up action on climate change, directly linking it to hunger and inequality. President Lula stressed that taking action on climate change by supporting developing countries is a matter of justice and fairness.  More here

The World Gathers at New York Climate Week

Convened under the theme “Power On,” New York Climate Week took place from September 21 to 28, 2025, with a focus on scaling renewable energy, developing green infrastructure, and integrating climate solutions across industries and sectors. The week, which traditionally coincides with the UN General Assembly in New York, garnered corporate commitments and initiatives aimed at accelerating decarbonisation and enhancing climate resilience. Rio Climate Action Week Ends with Strong Resolutions

The inaugural Rio Climate Action Week (RCAW) successfully concluded with strong resolutions, reinforcing Rio de Janeiro's role as a global hub for climate action. The five-day event, which took place from 23 to 29 August, 2025, featured about 240 events, and drew over 20,000 participants to discuss and plan for global climate justice. Key messages focused on accelerating action, community and grassroots mobilization, indigenous voices and knowledge, connecting global and local action, climate finance, accountability, and political will. Addis Ababa Hosts Climate Week Africa and Africa Climate Summit

The Africa Climate Week 2025 and the Second Africa Climate Summit took place in Addis Ababa, Ethiopia. The Climate Week ran from 1 to 6 September 2025, with dialogues aimed at translating ambition into action, while the Climate Summit took place from 8 to 10 September 2025, under the theme “Accelerating Global Climate Solutions: Financing Africa’s Resilient and Green Development.” Both summits highlighted the need for equitable climate financing, and the importance of leveraging local solutions to address key climate and developmental challenges. It was also an important opportunity to project Africa as a solution to the climate crisis. At the Summit, leaders adopted the Addis Ababa Declaration. More here

The 2025 Action Agenda Granary of Solutions has been launched. The launch was carried out by the COP29 and COP30 High-level Champions, Ms Nigar Arpadarai and Dan Ioschpe, at a flagship event during New York Climate Week. More here.

Baku Set to Host the World at Baku Climate Action Week

The second edition of the Baku Climate Action Week (BCAW2025) will begin on Monday 29 September, 2025, in Baku, Azerbaijan. The week will witness series of events across several venues within a five-day period which culminates on 3 October, 2025.  BCAW2025 will build on the momentum from COP29, London and Rio Climate Action Weeks, and the global Mutirao advocated by the COP30 Presidency, to deepen international cooperation and advance practical action and implementation in the region and internationally through new partnerships.

The programme will feature high-level policy dialogues on energy, finance, climate adaptation, SMEs and just transition; sectoral roundtables with industry, innovation leaders, and green entrepreneurs; youth-led sessions that bring fresh perspectives into climate governance and action; and new partnerships to support delivery of global and regional climate commitments, including on SMEs and Sustainable Fashion. Tracking Parliamentary Climate Actions

GLOBE & Partners Host Pre-COP30 Parliamentary Forum

The Pre-COP30 Parliamentary Forum, organised by GLOBE Legislators in partnership with Plataforma CIPÓ, Clima de Política, OPCC, and others, took place on August 27, 2025, in Rio de Janeiro during Rio Climate Action Week. It brought together parliamentarians and experts globally to strategise on strengthening national climate plans (NDCs 3.0), next-generation climate laws, and stronger legislative engagement with the COP30 Action Agenda. Key topics included discussions on the ICJ Climate Ruling, parliamentarians’ role as a constituency in the UNFCCC, and the launch of three reports: Parliamentary Engagement with NDCs 3.0; Parliamentary Guide on Climate Change (Portuguese Edition);  and Parliamentary Guide on Article 6 and Carbon Markets. The forum which received massive press within and outside Brazil re-affirmed the important role of Members of Parliament to the UNFCCC process in particular and climate action in general. More here.

Parliamentary Dialogue On Financing For Africa's Resilient and Green Development Takes Place in

Africa Energy Forum Held

A Parliamentary dialogue on how Members of Parliament can unlock climate finance for their countries and constituencies took  place on 8 September, 2025 during the Africa Climate Summit. The event entitled “Africa Climate Summit II Parliamentary Dialogue—Financing For Africa's Resilient and Green Development: Parliamentary Pathways" was the flagship parliamentary event at the Africa Climate Summit and provided an opportunity for African MPs to discuss pathways to attracting climate finance to Africa— a critical need for  sustainable development and climate action. 

Conversations focused on the Climate Prosperity Plans and how MPs can help realise them, as well as a model climate change law for Africa.  The Parliamentarians for Climate Finance project in fifteen African countries, showcased how MPs can leverage the project to unlock finance for mini and off-grid renewable energy for their constituents. It was co-convened by African Group of Negotiators Experts Support (AGNES); Africa Network of Parliamentarians on Climate Change (ANPCC);CVF-V20 GPG;Climate Parliament, World Future Council, etc.  As Focal Point of the informal Parliamentary Group, GLOBE was on ground to help coordinate parliamentary participation at this and other engagements throughout the Climate Week Africa and Africa Climate Summit. Roundtable on Strengthening Climate Laws to Hold at BCAW

The Baku Climate Action Week organizing team in collaboration with GLOBE Legislators (UNFCCC Informal Parliamentary Group Focal Point) will be convening a “Roundtable on Strengthening Climate Laws and Institutions for Climate Resilience and Net Zero Transition” on 29 September, 2025, during Baku Climate Action Week (BCAW). The roundtable with focus on the role of climate laws and institutions in shaping the next generation of Nationally Determined Contributions (NDCs) and in creating carbon markets to drive transition in the real economy, will feature opening remarks by Sadiq Gurbanov, Member of Parliament, Chair of the Committee on Natural Resources, Energy and Ecology, Parliament of Azerbaijan;  Mr Mukhtar Babayev, Special Representative of the President of the Republic of Azerbaijan for Climate Issues and President of COP29; and Ms Nigar Arpadarai, Member of Parliament of the Republic of Azerbaijan, and High-Level Champion for COP29. 

There will further be expert presentations on “Climate Change, Legislation, and Carbon Markets” moderated by Dr. Fariz Ismailzade, Member of Parliament of Azerbaijan, with panellists being Ms Malini Mehra, CEO, GLOBE Legislators; Senator Moses Kajwang, Parliament of Kenya; Baroness Helene Hayman, Peers for the Planet, UK House of Lords; and Mr Boleslav Matuszewski, Lawyer, ClientEarth. 

The highlight of the roundtable will be the launch of the Azerbaijani version of the Parliamentary Guide on Article 6 and Carbon Markets to support legislators’ engagement and contribution to the UNFCCC Article 6 Ambition Dialogue at COP30 in Belém. Programme available here.

SADC PF Reiterates Nexus between climate action and SRHR

The South African Development Community’s Parliamentary Forum (SADC PF) has highlighted the role of the legislature in advancing climate justice at the 2025 Global Symposium on Climate Change and Impacted Populations which took place on 28-31 July, 2025, in Brasília, Brazil. The SADC PF stressed the need to integrate sexual and reproductive health and rights (SRHR), gender equality and protection against SGBV into climate policymaking, urging parliamentarians to mobilize for evidence-based, inclusive lawmaking ahead of COP30. A Call for COP30 Parliamentary Mutirão

Clima de Politica has called for improved collaboration amongst parliamentary networks, and MPs as the build-up to COP30 continues. The organisation has prepared a small publication which seeks to unite parliamentary initiatives under a "COP30 Parliamentary Mutirão" for COP30 and beyond.

On the sidelines of the 80th United Nations General Assembly in New York, the DanChurchAid, in collaboration with the Climate Vulnerable Forum’s Vulnerable 20 Group (CVF-V20), convened an important meeting of Members of Parliament. The dialogue with the theme “Unlocking Climate Prosperity: Innovative Financing for Adaptation and Loss and Damage” took place on 22 September, 2025. It brought together Members of Parliament from both the global north and south to share ideas on how to unlock finance to address the pressing issues of Loss and Damage, and adaptation to climate change.

CPA Holds Disaster Risk Management Workshop for SIDS MPs

The September edition of the Parliamentary Group’s monthly “Parliamentarians@COP30” webinar took place on Wednesday, 25 September, 2025. The morning and afternoon sessions allowed members of parliamentary networks to discuss plans for COP30 and beyond.  The webinars serve as platforms for information sharing, planning and coordination by Members of Parliament, staff and parliamentary organisations for COP30 and related processes to inform and support parliamentary engagement.
