Welcome to the October Issue of our multilingual Parliamentarians@COP30 newsletter, prepared by GLOBE Legislators serving as the UNFCCC Focal Point for the world’s parliamentary constituency. Our work supports legislators to deliver on their Paris Agreement (and related) climate commitments, and to prepare for and engage effectively at COP30.
 
This year, GLOBE has added another language – Portuguese– to the newsletters to facilitate engagement by legislators from Brazil, the host of COP30. The newsletters are now available in English, French, Portuguese, and Spanish.
 
We are proud to work closely with the COP28-COP29-COP30 Presidencies, now brought together as the first such Troika, to better coordinate across the Presidencies and support Mission 1.5C.
 
Our focus is on ensuring that the global parliamentary constituency is well-informed and supported to engage in the UNFCCC process, COP30 and related international fora. Resource: At COP28 and COP29 GLOBE hosted the first Parliamentary Pavilions at COP. UN/COP30 Presidency Updates

Pre-COP30 Builds Momentum Towards Consensus

Pre-COP30 took place in Brasilia from 13-14 October, 2025 and ended with notable progress toward consensus on implementing existing Paris Agreement elements and a clear push to strengthen adaptation financing and international cooperation. The two-day ministerial-level gathering brought together ministers, deputy ministers and climate negotiators from about 67 countries with the aim of forging agreements on key issues ahead of COP30. National Adaptation Plans Action Report Launched

The UNFCCC has launched the National Adaptation Plans (NAPs) Progress report. The report which was launched on 21 October, 2025, finds that 67 countries have submitted their NAPs. It further outlines where countries have built institutional foundations for adaptation and where urgent gaps remain. However, the report warns that progress will stall unless finance flows at scale. UNFCCC Executive Secretary, Simon Stiell, framed the moment as one of readiness, but said that COP30 must accelerate implementation, agree on adaptation metrics, and mobilise the funds needed to turn plans into action. 2025 Ocean and Climate Change Dialogue Outcomes
to be presented at COP30

The UNFCCC has released the informal summary of the 2025 Ocean and Climate Change Dialogue, urging countries to strengthen ocean action in their national climate plans. Co-facilitated by Ambassador Carlos Cozendey of Brazil and Ulrik Lenaerts of Belgium, the Dialogue called for increased “blue finance” to support developing countries, while highlighting initiatives such as the Blue NDC Challenge and the 2025 UN Ocean Conference as key opportunities to advance integrated ocean governance and ensure ocean-based solutions play a central role in achieving global climate goals.Outcomes of the Dialogue will be presented by the co-facilitators at COP30.  More here

UNDRR Announces New Venue for AWGDRR23

The UN Office for Disaster Risk Reduction (UNDRR) has announced that the venue of the Twenty-Third Session of the Africa Working Group on Disaster Risk Reduction (AWGDRR23) has been changed to Victoria Falls, Republic of Zimbabwe. 

AWGDRR23 is being convened by the African Union Commission (AUC) and the United Nations Office for Disaster Risk Reduction Regional Office for Africa (UNDRR-ROA), in collaboration with the Southern African Development Community (SADC). The in-person event earlier scheduled for Antananarivo, Madagascar, will now take place from 11-13 November 2025 under the theme “To move from commitments to action to deliver on the Windhoek Declaration and the Africa Common Position.”

Transportation at COP30

The Government of Brazil has published a mobility guidance that establishes an accredited 24/7 transport network for Blue Zone participants from 1–23 November 2025, with 15 dedicated bus lines serving Belém and neighbouring municipalities. The guidance also sets time-limited pickup and drop-off points for taxis, ride-hailing apps, and private vehicles. Bike-sharing services near the conference venue will also be available. More here

IMO Fails to Adopt Net Zero Framework

The International Maritime Organization’s (IMO) Net-Zero Framework for the maritime sector failed to be ratified after members voted to adjourn to allow further consultations and amendments. Formulated in April 2025 to be integrated into MARPOL (Annex VI), the framework proposed requirements for lower-carbon fuels and a global GHG emissions credit-trading mechanism for shipping. It stalled when IMO members could not reach consensus, and several nations opposed key elements. More here

World Bank to Serve as Trustee and Interim Host of TFFF

The World Bank has been confirmed as trustee and interim host of the Tropical Forest Forever Facility (TFFF) -- a landmark global initiative to secure and sustain the world’s tropical forests for generations. Backed by Brazil’s US$1 billion seed pledge, the TFFF aims to scale predictable, performance-based forest finance to roughly US$4 billion annually and to catalyse additional country and investor commitments ahead of COP30. EU Council Adopts COP30 Position

The EU Council has adopted its negotiating position for COP30, signaling strong ambitions ahead of the conference. The EU aims to play a central role in global climate efforts and called on Parties to submit NDCs aligned with a 1.5°C pathway, show progress on adaptation goals, enhance climate finance mobilisation and double the rate of energy-efficiency improvements by 2030. The Council also backs using the New Collective Quantified Goal on climate finance (NCQG) to mobilise major resources for developing countries as adopted in COP29, and stressed the need for  a just and equitable approach to phasing out fossil-fuel production and subsidies. Global Adaptation: Countries Moving from
Planning to Action

A recent UNFCCC Secretariat report revealed significant progress in how developing countries are developing and implementing their National Adaptation Plans (NAPs). Released ahead of COP30 in Belém, the findings highlight how international collaboration is speeding up implementation of the Paris Agreement and bringing climate responses closer to communities on the ground. The report reveals that 144 countries have now initiated their NAPs, and 67 developing countries (including 23 least­ developed countries and 14 small island developing states) have formally submitted theirs. However, it also warns that the transition from planning to large scale implementation remains challenged by limited access to finance, complex approval processes and fragmented support. More here

Baku Climate Action Week Builds Momentum for COP30

Baku Climate Action Week 2025 brought together governments, businesses, youth and civil society across 46 events and multiple venues to build momentum and help to set the agenda for COP30 in Belém. Hosted by the COP29 Presidency and COP29 High-Level Champion Nigar Arapdarai MP, the event is now in its second year and curated by GLOBE chief executive, Malini Mehra. With a focus on driving the green transition in the region, BCAW 2025 drew participants from 25+ countries strengthening international cooperation for the Action Agenda for delivery at COP30 on issues including the energy transitions, adaptation, resilient cities and youth leadership. Sustainable fashion and parliamentary engagement were two new themes this year. More here

11th Parliamentary Speakers’ Summit Ends with
Strong Pledge for Climate

Speakers from G20 parliaments have called for the mobilisation of finance to deliver a just and equitable energy transition, stressing that the net-zero shift must protect vulnerable communities. The parliamentary leaders made the appeal at the 11th G20 Parliamentary Speakers’ Summit (P20) in Kleinmond, South Africa. Delegates also urged debt relief and debt-sustainability reforms to free up fiscal space in low- and middle-income countries for climate resilience, health, education and other SDG priorities. Commonwealth Climate Forum Takes Place in London

The Commonwealth Parliamentary Association (CPA) held a parliamentary forum at the UK Parliament in Westminster from 14–16 October 2025. The Forum convened parliamentarians and parliamentary officials from across the Commonwealth to explore how legislatures can strengthen climate ambition ahead of COP30.

Parliamentary Roundtable on Strengthening
Climate Laws and Carbon Markets Report Launched
in Baku at BCAW 2025

Africa Energy Forum Held

GLOBE Legislators, in collaboration with the Baku Climate Action Week organisers, convened a parliamentary roundtable during the 2025 Baku Climate Action Week. The event which took place on 29 September, 2025, brought together lawmakers, experts, and private-sector representatives to explore how stronger climate laws and institutions can accelerate resilient just transitions to net zero, and help translate the Global Stocktake’s findings into more ambitious NDCs. GLOBE also launched the Azerbaijani version of the Parliamentary Guide to Article 6 and Carbon Markets at the event. More here

Nigerian Senator Moves for Decarbonisation of Subnational Transportation

Nigerian Senator Natasha Akpoti-Uduaghan is pioneering the introduction of electric vehicles to over 100 of her constituents in Kogi Central Senatorial District, as part of her  annual constituency empowerment programme. According to press reports, this would constitute the first large-scale introduction of made-in-Nigeria electric vehicles for community use. 

The transport sector has always been identified as a key source of GHG emissions in Nigeria. It is hoped that Senator Akpoti-Uduaghan’s example will spur more action from not only Members of Parliament, but also encourage the government and private sector. Read more

Pre-COP30: Clima de Politica Hosts Parliamentary Diplomacy Event

On the sidelines of Pre-COP30 in Brasilia,  Clima de Política organised the side event “Parliamentary Diplomacy and Strategies beyond COP30”. The event provided a platform for dialogue, exchange of experiences and collective formulation of strategies to strengthen climate ambition and build cooperation between different levels of government. 

Clima de Politica also leveraged the Pre-COP opportunity to participate in the Public Hearing of the Ad-hoc subcommittee for Monitoring Preparations for COP30; provide opportunities for Members of Parliament to engage in COP30, and disseminate their Parliamentary Manual for COP30.

On Wednesday 16 October, Members of Parliament from Latin America, the Caribbean, and South Asia gathered to discuss ways of strengthening parliamentary diplomacy between the regions around climate action and just transition. The event, organised the South Asian Regional Parliamentary Forum (SPARF) and Plataforma CIPÓ with the theme "New Avenues for Climate and Energy Cooperation" concluded with the issuance of a Joint Declaration committing to a "a people-centered, ambitious, and equitable approach to climate action". From 2-4 November 2025, Climate Parliament will bring together Members of Parliament from thirty-five countries for the Rio Parliamentary Green Investment Summit. The Summit will bring together MPs with investors,governments, and international organisations.

At COP30 in Belém, the Inter-Parliamentary Union (IPU), will be holding its traditional COP Parliamentary meeting on Friday 14 November. The meeting which focuses on national parliaments is being co-hosted by the IPU and the Brazilian Parliament. More here.

Africa Energy Forum Held

GLOBE will be at COP30 in two capacities - as the UNFCCC Focal Point for the Parliamentary Group and as an ECOSOC-accredited Observer organisation bringing climate and legislative expertise to COP discussions. In addition to helping coordinate parliamentary activities at COP30, hosting Daily Briefings, etc, GLOBE is introducing the COP30 Parliamentary Speaker Directory to help enhance the participation of Members of Parliament in key conversations at COP30.

Africa Energy Forum Held

As the UNFCCC Focal Point for the Parliamentary Group, GLOBE Legislators is proud to facilitate the engagement of members of parliament from around the world at COP30 in Belém. Details on GLOBE's resources for parliamentarians for COP30 can be found here.

We know that many members of parliament come to COPs to learn and network, but also to share their knowledge and expertise to inform debates and negotiations. 

For this reason, as the latest in a series of initiatives to support parliamentary impact at COPs, we are introducing a novel feature: the COP30 Parliamentary Speaker Directory.

Targeted at media and event organisers, including those from the UNFCCC's nine constituencies, we will make this Directory available from 1st November 2025 onwards. Our COP30 programme team at GLOBE will then work with interested media and event organisers to connect them with parliamentary speakers.

Africa Energy Forum Held

GLOBE Legislators is set to publish a comprehensive calendar of parliamentary events for COP30 by 1 November, 2025. The calendar will map activities across the Blue Zone, Green Zone, hotels and museums, and list parallel parliamentary events happening around the world, making it easy for legislators, advisers and stakeholders to find briefings, panels and networking opportunities.

The October edition of the Parliamentary Group’s monthly “Parliamentarians@COP30” webinar took place on Wednesday, 29 October, 2025. The morning and afternoon sessions allowed members of parliamentary networks to discuss plans for COP30 and beyond.  The webinars serve as platforms for information sharing, planning and coordination by Members of Parliament, staff and parliamentary organisations for COP30 and related processes to inform and support parliamentary engagement.
