Welcome to the November Issue of our multilingual Parliamentarians@COP30 newsletter, prepared by GLOBE Legislators serving as theUNFCCC Focal Point for the world’s parliamentary constituency. Our work supports legislators to deliver on their Paris Agreement (and related) climate commitments, and to prepare for and engage effectively at COP30. | ||||||||||

Belém Package Adopted as COP30 Ends |

After two weeks of climate negotiations and numerous challenges, including flooding and fire, more than a day after they were due to end, 195 parties have adopted the Belém Package—the final outcome of COP30. At times it was touch and go with bitter divisions over language on fossil fuel and gender, and many other disputes, but at 20:44 local time in Belem agreement was reached and multilateralism survived. The Belem package includes the following: commitment to triple adaptation finance by 2035; finalisation of "59 voluntary, non-prescriptive indicators to track progress under the Global Goal on Adaptation"; adoption of a gender action plan; approval of a just transition mechanism; The Mutirão Decision was also adopted signaling global commitment to multilateral actions in implementing the Paris Agreement. COP30 Climate Action Agenda shows cooperation |

| UNFCCC Executive Secretary Simon Stiell has described as “impressive” the scorecard of real-world climate actions that emerged from COP30, citing major commitments on clean energy and grid expansion, a global push to scale sustainable fuels, and new initiatives to grow green industries and boost adaptation finance as examples. According to Stiell, the Climate Action Agenda will translate into stronger economies, more jobs and better lives for millions. He however warned against complacency, noting that much work still remains to be done. More here | ||||||||||
Turkey to Host COP31 |

Turkey has secured the right to host COP31 in 2026, following a last-minute deal with Australia. Under the agreement, Australia will preside over the conference negotiations in Antalya. While Australia relinquished its bid to host, it is expected to lead the negotiations as President of the COP under a new deal. More here |

People’s Summit Held During COP30 |

Over 70,000 participants gathered at the Federal University of Pará, on Sunday 16 November, 2025, to brainstorm on the solutions to the climate crisis. In a statement, the President of Brazil, President Luiz Inácio Lula da Silva, stressed that the climate crisis demands the “mobilization and contribution of the entire society” hence the importance of the Summit. The final document of the summit was delivered to the President of COP30, Ambassador André Corrêa do Lago. More here |

UNEP Emissions Gap Report Confirms 1.5C Overshoot |

The newly-released UNEP Emissions Gap report warns that NDCs 3.0 have made marginal difference and the multi-decadal average of global temperatures will exceed 1.5°C, very likely within the next decade. It tasks leaders to ensure this overshoot is minimal and temporary. UNEP Executive Director, Inger Andersen, called for “unprecedented cuts to greenhouse gas emissions – now in an ever-compressing timeframe and amid a challenging geopolitical context. And let us not forget that the world is not even on track to meet 2030 pledges. Policies currently in place are pointing the world towards up to 2.8°C of warming. More here |

COP30: Parties Commit to a Trillion Dollar |

Members of the Utilities for Net Zero Alliance (UNEZA)have unveiled upgraded investment plans set to mobilise over USD 1trillion in energy-transition investments by 2030, raising annual spending to approximately USD 148 billion with a strong focus on grids and storage. Backed by major governments, including Germany and the UK, as well as multilateral institutions, this expansion aims to close critical financing gaps, modernise aging power systems, and accelerate the deployment of transmission and storage infrastructure. RAIZ Project Launched for Resilient Agriculture |

Brazil has launched the RAIZ (Resilient Agriculture Investment for Net-Zero Land Degradation) initiative as part of COP30’s Action Agenda, backed by nine countries and international partners. RAIZ is a global effort to restore degraded agricultural areas and strengthen food and climate resilience by mobilising investment, deploying proven restoration technologies and targeting high-potential landscapes. Building on Brazil’s long-standing restoration experience, the initiative positions land recovery as a central pillar of climate action and sustainable development. More here |

Ethiopia Confirmed as COP32 Hosts |

Ethiopia will host COP32 in 2027, following unanimous endorsement by African nations through the Bureau of African Countries. The summit will be held in Addis Ababa, marking a significant milestone for African leadership in global climate diplomacy. More here |

Local Leaders Dialogue Takes Place on the Eve of COP30 |

From 3–5 November 2025, the COP30 Local Leaders Forum, co-hosted by Bloomberg Philanthropies and the COP30 Presidency, convened mayors, governors, and subnational officials in Rio de Janeiro to spotlight how local action is essential for climate delivery. Leaders representing more than 14,000 subnational governments across the world issued a Joint Outcome Statement committing to over 2,500 transformative local climate projects, deeper collaboration with national governments, and advancing accountability through multilevel governance. HLCs Release 5-Year Plan for Global Climate Action Agenda |

| The Climate High-Level Champions have released a Five-Year Plan for Global Climate Action (2026–2030), providing a blueprint to turn climate ambition into tangible implementation. Organised around six thematic axes and 30 key objectives, the plan translates existing initiatives into plans to accelerate solutions, coordinate governments, cities, businesses, and civil society to scale climate action and capacity-building over the next five years. The Sustainable Innovation Forum took place from 6 to 7 November 2025, at the free-to-attend Climate Action Innovation Zone in São Paulo. The event which brought together over 1,000 leaders from business, government, finance, cities, and civil society, showcased cross-sector innovation, public–private partnerships, and scalable clean energy and resilience solutions, while the Innovation Zone provided an exhibition and networking space to facilitate collaboration. Four Countries Fail to Send Delegations to COP30 |

Four countries (the United States, Afghanistan, Myanmar, and San Marino) did not send delegations to COP30, according to provisional lists compiled by Carbon Brief. Meanwhile, over 56,000 participants registered overall, with Brazil hosting the largest national delegation, followed by China, Nigeria, Indonesia, and the Democratic Republic of the Congo. Climate Action Weeks to Integrate Town Hall COPs |

| On 6 November 2025, a key event on the sidelines of the COP30 Local Leaders Forum in Rio, leaders from the Climate Action Weeks (CAW) global initiative and the Town Hall COPS initiated by ICLEI (Focal Point for the local government constituency at UNFCCC), hosted an event on Mutirao at the City Level, uniting citizen-led and local government efforts such as the CAWs and Town Hall COPs respectively to deliver on the UNFCCC Action Agenda. Held at the Rio Chamber of Commerce and chaired by Malini Mehra, CAW leader, and Kobie Brand, Vice-President, ICLEI, the hybrid event heard from dignitaries including the Vice President, Rio Chamber of Commerce; Deputy Ambassador of the UK to Brazil; Lord Mayor, City of Adelaide; South African LGA, and CAW leaders from Bangkok, Baku. UNDRR to Brief Parliamentarians |

The United Nations Office for Disaster Risk Reduction (UNDRR) will host a briefing for parliamentarians on 25 November 2025. The briefing will focus on the ongoing development of the Convention on the Protection of Persons in the Event of Disasters (PPED). The session will cover disaster risk reduction elements in the draft convention and their connection to the Sendai Framework, while providing parliamentarians with the opportunity to engage directly and ask questions. MPs Show Strength As US Shows Minimal |

The United States had a minimal presence at COP30. A handful of officials including Senator Sheldon Whitehouse and Governor Gavin Newsom attended COP30, but not as part of any official U.S. delegation. Senator Whitehouse stated that the U.S. State Department obstructed Congressional participation and attributed the absence of an official delegation to the Trump administration’s policies. This limited presence continues a worrying trend of diminishing U.S. leadership in international climate diplomacy. GLOBE Legislators helped facilitate U.S. Parliamentary participation at COP30. Parliamentary Group Submits Formalisation Letter to UNFCCC |

In August 2024, GLOBE prepared a Briefing Note making the case for enhanced parliamentary engagement at COP30 (see here) to translate climate pledges into action. Since then GLOBE (Focal Point of the UNFCCC Parliamentary Group), has partnered with Brazilian parliamentary organisations and networks to initiate a global call for parliamentarians to be recognised as a formal constituency at the UNFCCC. Following widespread cross-party support for the motion from a variety of MPs and international networks, including Plataforma CIPÓ, Clima de Política, Climate Parliament, ParlAmericas, and other networks, the Parliamentary Group formally submitted a letter to the UNFCCC on 12 November 2025 in Belém, accompanied by a petition signed by 156 MPs worldwide. Danielle Magalhaes, Team Lead, Communications and Engagement Division, UNFCCC secretariat, received the letter and confirmed the letter will undergo internal review with next steps to follow. GLOBE will be following up with the UNFCCC Secretariat after COP30 and share next steps in the New Year. In addition, GLOBE developed a Briefing Note to help guide further engagements. New Climate Change Plan Laid Before the |

A new Climate Change Plan 2026–2040 has been laid before the Scottish Parliament, outlining the government’s cross-sectoral strategies to achieve statutory carbon budgets and maintain Scotland’s net-zero trajectory. The plan sets measures for energy, transport, buildings, industry, and land use, and will undergo parliamentary scrutiny and expert review. Experts have emphasised the importance of clear delivery pathways, sufficient funding, and accelerated implementation to ensure the country meets its legally binding climate targets. More here |

GLOBE Publishes Baku to Belem Briefing Note to Benchmark Progress |

Ahead of COP30, GLOBE Legislators published its Briefing Note, “From Baku to Belém: Enhancing Parliamentary Engagement for Climate Action at the UNFCCC,” reminding COP30 leaders and negotiators of its 10-point roadmap to strengthen and formalise the role of parliamentarians within the UN climate process. Available in English, Portuguese, French and Spanish, the paper highlights the crucial role lawmakers play in driving implementation and accountability, and recommends key actions such as appointing a COP30 Parliamentary Champion, establishing a formal Action Agenda item on parliamentary engagement, expanding the Parliamentary Pavilion, and advancing the formalisation of a parliamentary constituency under the UNFCCC. As parliamentary engagement at COPs is still a work in progress, GLOBE will be using the 10-point Agenda to benchmark efforts at COP30 and work with the COP31 Presidency to advance its recommendations. Parliamentarians’ Global Guide to Climate Change Launched at COP30 |

The updated Parliamentarians’ Global Guide to Climate Change and Climate Solutions has been unveiled at COP30. This resource equips legislators worldwide with evidence-based insights to understand climate science and drive meaningful climate action and featured contributions from leading climate experts. Developed by the University of Exeter, Arizona State University, and the Inter-Parliamentary Union, the guide covers climate fundamentals, biodiversity loss, low-carbon transitions, carbon markets, and more. The report was first developed and rolled out in 2023, and was translated into Portuguese and Azerbaijani in collaboration with GLOBE Legislators to ensure broader accessibility and engagement at COP29 in Baku and the Pre-COP30 in Rio de Janeiro. GLOBE was at COP30 in two capacities - as the UNFCCC Focal Point for the Parliamentary Group and as an ECOSOC-accredited Observer organisation bringing climate and legislative expertise to COP discussions. During COP30, we provided continuous coordination for MPs and staff, and members of parliamentary networks through constant updates, provision of guidance on events to attend, logistical information and support, etc. In addition, GLOBE partnered with relevant organisations to organize critical events including but not limited to: the submission of the parliamentary letter for constituency formalisation to the UNFCCC; Legislating Resilience: A Parliamentary Dialogue on Adaptation and Loss & Damage; Legislating for the Long Term: The Role of Parliamentarians in Advancing Sustainable Carbon Dioxide Removal (CDR); etc. In addition, GLOBE developed the directory of Brazilian MPs at COP30 to help enhance the participation of Brazilian Members of Parliament in key conversations at COP30.

At COP30, parliamentary networks convened series of roundtables and sessions to help accentuate the engagement of MPs. The Rio Parliamentary Green Investment Summit, held in Rio de Janeiro on 3 November 2025, set the stage for advancing green finance and the energy transition ahead of COP30. Organised by Climate Parliament and UNIDO, the event brought together parliamentarians from 30 countries, alongside governments, investors, and experts, to explore innovative climate finance strategies and community-led clean energy solutions. Legislators committed to implementing Solar Communities in their constituencies, fostering clean energy, resilience, and local livelihoods from the ground up. |

IPU Convenes Parliamentary Meeting at COP30 |

The Inter-Parliamentary Union (IPU) and the Parliament of Brazil convened a Parliamentary Meeting during COP30 in Belém on 14 November 2025. The annual event brought together legislators from around the world to discuss urgent climate actions and the role of parliaments in implementing the Paris Agreement. Discussions emphasised strengthening parliamentary oversight of NDCs, enhancing transparency, scaling climate finance, protecting forests and Indigenous rights, and reducing methane emissions. The IPU also launched its new report, Methane Matters: Three Steps for Parliamentary Action,and highlighted the Parliamentarians’ Global Guide to Climate Change and Climate Solutions as a key resource. The morning and afternoon sessions allowed members of parliamentary networks to discuss plans for COP30 and beyond. The webinars serve as platforms for information sharing, planning and coordination by Members of Parliament, staff and parliamentary organisations for COP30 and related processes to inform and support parliamentary engagement.
