WELCOME to this final issue of the ‘Parliamentarians@COP29’ newsletter, as we report on COP29 and related events. This multilingual newsletter is prepared by GLOBE International the UNFCCC Focal Point for parliamentarians, to support legislators to deliver on their Paris Agreement (and related) climate commitments, and to prepare for and engage effectively at the annual UNFCCC COPs. The newsletter is published bimonthly in English, French and Spanish. From January 2025, the newsletter will be called ‘Parliamentarians@COP30’ and also be published in Portuguese for Brazilian lawmakers. We are proud to work closely with the COP28-COP29-COP30 Presidencies, now brought together as the first such Troika, to better coordinate across the Presidencies and support Mission 1.5C. Our focus is to ensure that the global parliamentary constituency is well-informed and supported to engage effectively in the UNFCCC process and related international fora. At COP28, we hosted the first-ever Parliamentary Pavilion. Most of the events at the Parliamentary Pavilion were livestreamed and the videos for 32 events can be viewed directly on the Parliamentary Pavilion playlist here. UN Updates | ||||||||
Long-awaited new Finance Goal (NCQG) Adopted at COP29 |

The 29th Conference of Parties (COP29) to the United Nations Framework Convention on Climate Change (UNFCCC) went into extra time and concluded in the early hours of Sunday 24th November, in Baku, with the “Baku Breakthrough” and a New Collective Quantified Goal (NCQG) on Climate Finance adopted. The goal, which sees developed countries take the lead in the provision of US$300bn in climate finance annually, leading to a total of USD 1.3 trillion by 2035, will seek to catalyse more funding through the private sector and encourage more ambitious national climate targets. UN Chief Antonio Guterres Shares Views on COP29 Outcome |

UN Secretary General, Antonio Guterres, reacting to the outcome of COP29 in his closing statement, remarked that while he had hoped for a more ambitious outcome on finance and mitigation, the COP29 agreement provides a base on which to build. He stressed the need for the agreement to be honoured in full and for commitments to quickly become cash. More here. | ||||||||
CBD COP16 on Biodiversity Ends in Deadlock |

The COP16 Biodiversity Summit held in Cali, Colombia, ended in a deadlock as Parties could not agree on increasing funding for biodiversity protection. While some key decisions were reached, the summit came to an abrupt end resulting from an impasse between developed and developing countries on key decision items. More here. |

Saudi Arabia Hosts UNCCD Desertification COP16 |

In this ‘Triple COP’ year, the 16th session of the Conference of Parties to the UN Convention to Combat Desertification (UNCCD COP 16) is set to take place in Riyad, Saudi Arabia from December 2-13, 2024. The UNCCD as one of the three Rio conventions, alongside the United Nations Convention on Climate Change (UNCCC) and the Convention on Biological Diversity (UNCBD) provides a platform for governments and civil society organisations to address the issues of land loss due to desertification. The focus of this year's summit will be on land restoration, drought resilience, land at the heart of the SDGs, and women's land rights. More here. |

UN High-Level Champions Publish Regional Climate Solutions Report |

The UN High Level Champions have published a report entitled Truly Global: A Regional Outlook on the 2030 Climate Solutions, which celebrates innovative climate actions across Africa, Asia, and Latin America and the Caribbean–three regions that have been traditionally underrepresented in global climate action. The report highlights the role of major stakeholders delivering critical climate agenda across the developing world, the priorities set to transform each system, and the barriers faced in achieving these goals. Paris Agreement’s Article 6 on Carbon Markets |

In a milestone agreement at COP29, Parties agreed to operationalize the carbon market provisions under Article 6 of the Paris agreement. This provides a framework for countries to collaborate to reach their climate goals. Article 6 is expected to reduce the cost of implementing countries’ national climate plans (NDCs) by up to $250 billion per year. More here. |

G20 Summit Held in Rio |

Leaders of the G20 countries converged in Rio De Janeiro, Brazil from November 18-19 to discuss global issues, with climate finance taking center stage. The summit ended with an agreement on developed nations making voluntary contributions to climate finance. Members of the 20 largest economies represent 85% of the world’s economy, and are the largest contributors to Multilateral Development Banks helping to drive climate finance. The agreement has been criticized as developed countries shirking from their financial responsibility, as they account for about 80% of global emissions. In a letter to the G20 leaders, UN climate Chief, Simon Stiell, urged them to act on climate finance, including boosting grants for developing countries. More here. |

260 Companies Call for End to Fossil Fuels |

A coalition of over 260 companies representing more than $1.6 trillion in global annual revenue, have advocated for a total phaseout of fossil fuels. In a letter addressed to Heads of States, coordinated by the “We Mean Business” Coalition, the statement urged global leaders to take critical actions to ensure the decarbonisation of the global energy system, and outlined four recommendations to accelerate the global transition away from fossil fuels. Multilateral Development Banks Pledge to Scale Up Climate Finance |

Multilateral Development Banks (MDBs) at COP29 shared their projection of reaching $170 billion annually for collective climate financing by 2030, in line with COP29 Presidency’s pillar to enable action and put in place the financing necessary to support urgent. This projection includes $120 billion and $50 billion packages for developing and developed countries respectively. More here. | ||||||||
Legislators Sign Green Energy Pledge |

Members of Parliaments from 32 nations have announced their commitment to supporting the COP29 Presidency’s Green Energy Zones and Corridors Pledge, and to deploy their political influence to help create the infrastructure required to fulfil the landmark Pledge. This was on Energy Day, 15 November, 2024, at COP29. The signatories include many of the African nations at the centre of the GCF supported Parliamentarians for Climate Finance project, alongside representatives from countries across Africa, Asia, Europe, Latin America and North America. Azerbaijani version of Parliamentarians’ Guide to Climate Action Launched |

The Azerbaijani version of the The Parliamentarians’ Guide to Climate Action, was launched at ADA University in Baku on 13 November, to coincide with COP29. Attended by Parliamentarians from Azerbaijan and across the world. Originally published in English by the University of Exeter and Peers for the Planet in October 2024, with articles written by the world’s leading climate scientists at the University of Exeter, the Report was translated into Azerbaijani by GLOBE and launched with the support of ADA University and Baku State University, Azerbaijan’s largest university and science institute. GLOBE will be further translating the Report into Arabic and Portuguese to reflect all three Troika languages and reach a larger audience. Download the English and Azerbaijani reports here. |

Call for New Framework Climate Laws for |

ClientEarth, WWF and GLOBE issued a joint statement at COP29 detailing the need for a new generation of climate change laws to back robust NDCs 3.0. Launched at the COP29 Parliamentary Pavilion, on 15 November, 2024, with speakers from the European Commission, UK and South African parliaments, UNDP and others, the statement noted: "Parliaments are central to the process of incorporation of international treaties into domestic legislation, and members of parliament have a fundamental role to play in 2025 in the creation of national legislation, including the next generation FCLs." IPU & Milli Majlis host Parliamentary Meeting in |

The Inter Parliamentary Union (IPU) in partnership with the Milli Majlis–the National Parliament of Azerbaijan– hosted a two-day parliamentary meeting at COP29 from November 16-17, 2024. The meeting focused on strengthening the global response to climate change through enhanced legislative actions. GLOBE circulated the resultant Resolution to the COP29 parliamentary constituency for wider reach. More here. | ||||||||
COP29 Presidency Welcomes Parliamentary Engagement in MAPs Initiative |

In a first, the COP29 Presidency has invited parliamentarians to engage in a multisectoral partnership for urban climate action. The Multisectoral Actions Pathway (MAP) to Resilient and Healthy Cities has been initiated as one of the Presidency’s 14-point Action Agendas. The Head of the Presidency’s Partnership Agenda, Elmar Mmamadov, spoke at the Parliamentary Pavilion and GLOBE has endorsed the MAPs initiative as an important recognition of the vital importance of engaging lawmakers in multilevel action. This further cements the parliamentary and urban agendas and builds on the existing partnership between GLOBE and ICLEI, the LGMA Focal Point. |

Moroccan MPs Call for Increased Climate Action |

Morocco’s House of Representatives has called for improved climate action. The MPs made this call at a high-level meeting held in Rabat on 21 November 2024, to strengthen parliamentary engagement on climate action, in partnership with the Westminster Foundation for Democracy (WFD). The event launched the "Strengthening Parliamentary Commitment to Climate Action in Morocco" programme, aimed at fostering dialogue among lawmakers, experts, and government officials to shape climate policy within the framework of national priorities. COP29 Parliamentary Pavilion Hosts Over 40 Events |
||||||||
GLOBE Legislators hosted a lively COP29 Parliamentary Pavilion in the Blue Zone for the two weeks of COP29 in Baku. Sponsored by SAGINT, the Pavilion served as a meeting point for Parliamentarians across the world, and hosted numerous events in partnership with a range of other parliamentary organisations and networks. The 2-week programming included: Fireside Chats with COP26 President, Lord Alok Sharma and COP29 High-level Champion, Ms Nigar Arpadarai MP; review of the impact of a super election year on climate change and legislation; Expert sessions on net zero, disaster risk reduction, and funding opportunities; climate change and health, education, and obstruction in parliaments; etc. Pavilion activities were livestreamed and recorded. Final UNFCCC Parliamentary Group Webinar |

The final monthly "Road to COP29" webinar of the UNFCCC Parliamentary Group, convened by GLOBE International, will take place on Wednesday, 4 December, 2024. The webinars serve as a platform for information sharing, planning and coordination by members of parliament, staff and parliamentary organisations for COP29 and related processes to inform and support parliamentary engagement.
