Venue

The GLOBE Legislators Summit on the occasion of the United Nations Climate Change Conference COP21 will be organized jointly by GLOBE International and the French Parliament. The summit will take place on 4 and 5 December 2015 on the premises of the National Assembly, in 2 different adjacent buildings.

Situated in downtown Paris, the buildings of the National Assembly are easily accessible by public transportation, taxis and private vehicles. There will be no car park.

Work Programme

The Meeting will have two sittings on Friday 4 December, from 9.30 a.m. to 1 p.m. and from to 2.45 to 6 p.m., and one sitting on Saturday 5 December, from 9 a.m. to noon.

Given that the COP21/CMP11 session will be taking place from 30 November to 11 December, parliamentary delegates will have ample opportunities to work with their national delegations to the UN Conference on the days other than 4 and 5 December. They will also have the possibility of attending various parallel events and activities taking place at a dedicated space at Paris-Le Bourget site, the venue of the UN Conference.

Participation and Registration

As on past occasions, the GLOBE COP Summit is intended for parliamentarians who will be present in Paris for the COP21 session as members of official national delegations or in any other capacity. Observer delegations should be limited to two persons.

Online registrations should be submitted to by 30 November 2015 at the latest. Any changes should be communicated without delay to the GLOBE International Secretariat.

The Registration Desk will be open at the National Assembly on 4 December, from 8 a.m. to 5.30 p.m., and on 5 December from 8.30 to 11 a.m. ID badges will be prepared by the National Assembly, on the basis of the duly submitted registrations, and will be issued upon production of a proof of identity.

For identification and security reasons, all delegates are requested to wear their ID badges at all times both during the Summit and at related social functions.

It is important to keep in mind that registration to the Parliamentary Meeting is completely separate from the accreditation to the UN Climate Change Conference, which is handled by the UNFCCC Secretariat in conformity with the rules of that intergovernmental body. ID badges for the GLOBE COP21 Summit will not allow access to COP21 premises.

GLOBE International and the French Parliament are not in a position to facilitate accreditation to COP21. These matters should be dealt with by each delegation individually, as part of the overall accreditation procedure to the UN Climate Change Conference.

Delegates

A provisional list of delegates will be distributed at the beginning of the Summit. The list will be issued on the basis of confirmations received by the GLOBE International Secretariat up to 30 November.

Simultaneous interpretation will be provided in English, French and Spanish.

Official written documentation of the Summit will be available in English only.
Only official documents of the Summit, prepared by the GLOBE International Secretariat, shall be distributed in the meeting room.

Should delegates wish to distribute their own documents or other material pertaining to the substance of the Summit, they may use a table provided for that purpose in the immediate vicinity of the meeting room.

Visas

All delegates requiring an entry visa to France, which is part of the Schengen zone, have a duty to obtain one sufficiently ahead of time. GLOBE International will provide visa support for entry into the Schengen zone upon request.

Hotal Accomodation

Delegates are responsible for making their own travel and accommodation arrangements in Paris. Hotel accommodation for COP21 delegates can be made through the hotel booking service on the host country COP21 website (http://www.cop21.gouv.fr/en).
In addition, the French Parliament has provided an on-line booking facility for reservation of hotel rooms in relative proximity to the National Assembly at a preferential rate from 3 to 7 December.
