The COP Presidencies Troika: Azerbaijan, Brazil, and the Path to COP30

The COP Presidencies Troika, a key initiative established under the UAE Consensus in the within the context of COP28, brings together the former, current and next COP Presidencies— UAE (COP28), Azerbaijan (COP29) and Brazil (COP30)—to drive ambitious, collective climate action. This unprecedented collaboration aims to maintain momentum on critical climate goals, focusing on the Roadmap to Mission 1.5°C.

This Troika serves as a platform for the three Presidencies to work closely on raising ambition across all pillars of the Paris Agreement, ensuring continuity and effective implementation of climate commitments. The collaboration, designed to strengthen international cooperation, is crucial for enhancing the next round of Nationally Determined Contributions (NDCs) and fostering action over this decisive decade.

UN Climate Change Executive Secretary Simon Stiell said: “The unity of this Troika will help deliver on the ambition needed to tackle climate change, through collaboration, cooperation and coordination.’”

The Troika’s efforts seek to mobilise political will and resources to ensure that all countries—especially developing nations—can meet their climate commitments and accelerate a just transition. By aligning their actions, Azerbaijan, Brazil, and their partners aim to keep the goal of limiting global warming to 1.5°C within reach.

The Troika’s laser focus on ensuring enhanced NDCs by 2025 will drive climate action that reflects the urgency of the crisis, ensuring that countries’ commitments are ambitious and actionable.
