Welcome to the July issue of our multilingual Parliamentarians@COP31 newsletter, prepared by GLOBE Legislators serving as theUNFCCC Focal Point for the world’s parliamentary constituency. Our work supports legislators to deliver on their Paris Agreement (and related) climate commitments, and to prepare for and engage effectively at COP31.
 
The newsletters are available in English, French, Portuguese, and Spanish.
 
We are proud to have worked closely with the COP28-COP29-COP30 Presidencies, brought together as the first such Troika, to better coordinate across the Presidencies and support Mission 1.5C. This year, we look forward to working with the COP31 Co-Presidencies of Türkiye and Australia and look forward to engaging with their parliamentarians.
 
Our focus is on ensuring that the global parliamentary constituency is well-informed and supported to engage in the UNFCCC process, the annual COPs and related international fora. UN Sec Gen to Convene Heads of States Climate Summit Ahead of COP31

UN Secretary General, António Guterres, is set to convene a Heads of State and Government Summit ahead of COP31 to mobilise political leadership and strengthen international cooperation on climate action. The announcement was made during the closing plenary of the UN June Climate Meetings (SB64) in Bonn. The Summit will provide leaders with an opportunity to demonstrate progress on implementing the Paris Agreement, encourage more ambitious national climate plans, and address key issues expected to shape negotiations at COP31 holding in Antalya, Turkey.

UNGA81 Set for 8-22 September

The United Nations has confirmed that the 81st session of the UN General Assembly (UNGA81) will take place from 8–22 September 2026 at the UN Headquarters in New York. The annual gathering will bring together Heads of State and other world leaders to address pressing global challenges. Taking place shortly before COP31, the General Assembly is expected to provide an important platform for reinforcing political momentum on climate action and the implementation of the Sustainable Development Goals. International peace, climate action, and the Sustainable Development Goals have been earmarked as the key focus this year.  More here

In addition, a dedicated page for information on accommodation and other logistical information has been provided. Pacific Climate Ministers Push for
United Agenda for COP31

Ministers of Climate from the Pacific gathered on 21 July, 2026,  in Sydney, Australia, to discuss Pacific priorities ahead of Pre-COP31 and COP31. Recognising that the region suffers from immense impacts of climate change, the 6th Pacific Climate Ministers Talanoa co-chaired by Hon. Wayne Ghemu,Solomon Islands’ Minister of Environment, Climate Change, Disaster Management and Meteorology and Hon. Chris Bowen MP, Australia’s Minister for Climate Change and Energy, focused on "delivering ambitious outcomes through the Pacific-Australia partnership". There were reflections on "Pacific climate diplomacy, including engagement with Türkiye, outcomes from the UNFCCC Subsidiary Bodies meetings in Bonn, and discussions held during London Climate Action Week." at COP31 Now Open

The COP31 Presidency has opened applications for side events and partnerships during COP31 in Antalya, Türkiye, from 9–20 November, 2026. The call is for applications for side events, promotional activities, and other related engagements and is valid until 14 August, 2026. SB64 Draws to a Close in Bonn

The 64th Session of the UNFCCC Subsidiary Bodies (SB64) concluded in Bonn, Germany, on 18 June, 2026, setting the stage for negotiations at COP31. While negotiators made progress on advancing the proposed Belém-to-Antalya Mechanism (BAM) for Just Transition, talks ended in deadlock on the Global Goal on Adaptation (GGA) after developing countries rejected a draft text that omitted commitments on tripling adaptation finance as agreed to at COP30. UNFCCC Climate Week Four (CW4) Set
for 7-11 September

Ahead of COP31, the fourth UNFCCC Climate Week (CW4) will take place from 7–11 September 2026 at the Baku Convention Center in Baku, Azerbaijan. As part of the programme, the Implementation Forum will be convened from 9–10 September 2026, bringing together stakeholders to accelerate climate action through the exchange of practical solutions. The week will also double as the third edition of Baku Climate Action Week, held in partnership with London Climate Action Week. More here

Policy Dialogue Convened in Ankara to
Advance South-South Climate Cooperation

A policy dialogue has been convened in Ankara, Türkiye, to discuss how to advance South-South and Triangular cooperation on climate action, ahead of COP31. The event which was convened by the Turkish Cooperation and Coordination Agency (TİKA), the COP31 High-Level Climate Champion and the United Nations in Türkiye was supported by the United Nations Office for South-South Cooperation (UNOSSC). The meeting was an initial step towards setting up the South–South and Triangular Cooperation Climate Initiative anchored on Türkiye and aims to "connect developing countries with practical solutions, expertise, technologies and financing while supporting climate resilience and implementation of Nationally Determined Contributions, particularly in Least Developed Countries and Small Island Developing States.". London Climate Action Week Hosts
Historic Number of Events

London Climate Action Week 2026 (LCAW) recorded its biggest edition yet, convening more than 100,000 participants through over 1,300 events across London. From high-level policy discussions to community-led initiatives, the record-breaking week demonstrated the power of the LCAW model, founded in 2019, with its focus on climate action, and the growing role of city-based climate action it has inspired to accelerating progress toward global climate goals. Date Fixed for UNDRR Africa Early Warnings Forum

The UN Office for Disaster Risk Reduction (UNDRR) has confirmed that the Africa Early Warnings Forum will be held in Addis Ababa, Ethiopia, from 2–4 September 2026. Co-organised with the African Union Commission, World Meteorological Organization (WMO), International Telecommunication Union (ITU) and the International Federation of Red Cross and Red Crescent Societies (IFRC), the forum will assess progress on the Early Warnings for All initiative, identify operational priorities, and mobilise finance and innovation to strengthen multi-hazard early warning systems across the continent ahead of the 2027 global target. UK Parliament Passes Carbon Budget Order

The UK Parliament on 24 June, 2026, approved its Carbon Budget Order 2026, establishing the country's Seventh Carbon Budget and setting a legally binding limit on greenhouse gas emissions for the 2038–2042 period. The Order commits the UK to reducing emissions by 87% below 1990 levels, reinforcing its pathway to net zero by 2050. The budget is expected to drive further decarbonisation across electricity, transport, buildings and industry, while accelerating investment in clean technologies, carbon capture and nature-based solutions. As a statutory milestone under the Climate Change Act 2008, it provides long-term policy certainty for climate action and the transition to a low-carbon economy.

GLOBE@35: GLOBE Rallies MPs to Build Consensus

As part of its 35th anniversary celebrations, GLOBE Legislators convened Members of Parliament, government leaders and development partners to strengthen consensus on parliamentary leadership in climate governance. In a keynote message, GLOBE co-founder and former U.S. Vice President Al Gore called on legislators to renew political will for climate action and continue building cross-party consensus to address the climate crisis.The event also witnessed the inauguration of GLOBE’s new board and the formal farewell to its longtime Chief Executive Officer, Malini Mehra.  More here

UK’s Energy Security and Net Zero Committee Convenes inquiry into UK’s International Climate Policy

The UK Parliament's Energy Security and Net Zero Select Committee on 8 July, 2026, convened an inquiry into the UK's international climate policy, examining the country's role in global climate diplomacy and the delivery of its international climate commitments. The evidence session explored the UK's approach to climate finance, support for developing countries, the future of the UNFCCC process, engagement in multilateral climate processes, and preparations for COP31, as Members and other stakeholders considered how international climate policy can contribute to both global emissions reductions and the UK's strategic interests. Senator Akpoti Continues Drive for
Climate Action in Nigeria

Nigerian Senator, Natasha Akpoti-Uduaghan, has launched a 10,000 Economic Trees Project in her constituency, Kogi Central, as part of efforts to advance climate action and sustainable development at the community level. The initiative promotes afforestation through the planting of indigenous tree species to restore degraded land, combat soil erosion, strengthen food security and create green economic opportunities. Earlier in the year, she had contributed to decarbonising the transport sector through the provision of electric tricycles and mini-buses.  More here

Kenya Parliamentary Green Investment Dialogue
Held in Kisumu

The Second Kenya Parliamentary Green Investment Dialogue took place in Kisumu, Kenya on 9 July, 2026. Convened under the theme, "From Policy to Pipeline: Advancing Clean Energy Investment in Kenya" by Climate Parliament and UNIDO, the event was opened by GLOBE Legislator’s Board Member and Vice-Chairperson of the Kenyan National Assembly’s Committee on Environment, Forestry and Mining, Hon. Charity Kathambi Chepkwony. Bringing together legislators, climate experts, development partners and investors, the three-day dialogue focused on moving beyond climate policy commitments towards investment-ready projects. Discussions explored how Parliament can strengthen oversight of climate finance, improve transparency and accountability, and create an enabling environment to unlock financing for clean energy and climate resilience. Participants also highlighted the need for better climate data and digital monitoring systems to track implementation of Kenya's climate commitments. More here

MPs Raise Concern Over Diversion of
Climate Fund to other Issues

Some members of the UK Parliament have raised concerns over the government's decision to help fund a new £2 bus fare cap by converting approximately £400 million in international climate finance from grants into loans. The MPs  argue the move could reduce support for climate-vulnerable countries, increase debt burdens, and undermine the UK's credibility on international climate commitments. The development has renewed calls to safeguard climate finance from being diverted to meet domestic spending priorities. More here

Invitation: High-Level Parliamentary Meeting
of the World Bank/IMF

The World Bank Group is inviting Members of Parliament to the High-Level Parliamentary Meeting, jointly organised with the International Monetary Fund (IMF) and the Parliamentary Network on the World Bank and IMF. This will take place on 12-13 October, 2026 during the 2026 World Bank/IMF Annual Meetings in Bangkok, Thailand. The meeting will be an important opportunity for dialogue between MPs and the leadership of the World Bank and IMF. Register here. Deadline for registration is 2 October, 2026.

SEEC Convenes Members of Congress
During Solutions Summit

The Sustainable Energy and Environment Coalition (SEEC) Institute convened Members of the US Congress alongside leaders from government, business, philanthropy, academia and civil society for its third "Annual Solutions Summit" in Washington, D.C. Held on 23 June, 2026, the summit featured Member-led breakout sessions which provided a platform for policymakers and cross-sector leaders to identify practical solutions for implementing climate and clean energy policies. Parliamentarians@COP31 Webinar

The next monthly Parliamentarians@COP31 webinar will take place on 29 July, 2026. There will be morning and afternoon sessions in order to accommodate the different time zones. The monthly webinars serve as information sharing sessions and further as a platform to rally members of the Parliamentary Group to take climate action including parliamentary participation in NDCs.
