Resource: At COP28 and COP29 GLOBE hosted the first Parliamentary Pavilions at COP. The 75+ events covering all key COP issues were livestreamed, with the recordings available as a permanent resource for MPs and staff keen to understand the issues from leading players. COP31 Presidency Holds First Meeting |

The COP31 Presidency recently held its first meeting with country delegations, taking stock of COP30 outcomes and beginning to set priorities for the upcoming summit in Antalya. In the lead-up, the outgoing COP30 and incoming COP31 Presidencies are working together to foster an open and inclusive process, with regular engagement with Parties and observers throughout the year. The Presidencies will also coordinate closely with the Chairs of the UNFCCC Subsidiary Bodies to ensure coherence across the climate process. More here. |

On 27 March, 2026, the COP31 President-designate, Mr Murat Kurum and his team participated in a briefing session at the United Nations. During the session, Mr Kurum provided briefings on the COP31 vision, plans for an inclusive COP, prioritization of green transformation, clean energy, zero waste, and the Presidency's belief that societal engagement (consensus building) is key to addressing the climate crisis. | COP31 co-President, Australia, through the Australia’s Climate Change Authority has proposed “Decarbonisation Deals” as a flagship COP31 initiative, responding to a shifting global landscape where the economy is becoming more multipolar and climate efforts are moving from ambition-setting to implementation, finance, and supply chains. Identified in its 2035 Targets Advice, the proposal positions COP31 as a strategic opportunity to launch a Decarbonisation Deals platform. These deals would involve negotiated partnerships between willing governments, with industry as delivery partners, to align emissions reduction with trade, investment, and industrial policy, as governments face growing pressure to cut emissions while safeguarding jobs, prosperity, and social cohesion. COP31: Turkey Petroleum Signs New Deal |

Türkiye has entered a new agreement with Chevron to collaborate on global oil and gas exploration and production, in partnership with Turkish Petroleum Corporation (TPAO). Announced ahead of COP31, the move raised questions about Türkiye’s priorities as COP31 host, and the credibility of efforts to accelerate a global transition away from fossil fuels. More here. |

Fiji and Tuvalu to Co-Host Pre-COP31 |

Fiji and Tuvalu have been chosen to co-host the Pre-COP31 meeting, bringing Pacific leadership to the forefront of global climate preparations. Fiji will host the Pre-COP meetings and Tuvalu will be convening a Leaders’ event in the region. These gatherings are expected to give global leaders a chance to see firsthand how climate change is affecting Small Island Developing States. Pre-COPs are an important step in shaping priorities ahead of the UN climate summit, providing a space for countries to align positions and set the agenda for negotiations. In addition, Palau is also set to host a special climate event alongside the Pacific Islands Forum Leaders Meeting in August. More here. |

The 64th session of the UNFCCC Subsidiary Bodies (SB64) will take place from 8 to 18 June, 2026 at the World Conference Center Bonn, Germany. These meetings provide a key forum for technical and policy-level discussions, preparing the technical and policy groundwork for COPs. SB64 will allow Parties to review progress on climate negotiations, exchange views on implementation, and ensure that COP31 discussions are informed by up-to-date scientific, technical, and policy insights. COP30 President Sends out 12th Letter |

The COP30 Presidency has issued its 12th letter to Parties, reflecting on the outcomes of the Belém Package and reaffirming that sustained cooperation is essential to delivering on commitments under the Paris Agreement. The letter places strong emphasis on the future of climate multilateralism, highlighting both the strengths and limitations of existing consensus-based systems, and calling for a “two-tier” approach that combines global consensus with faster, implementation-driven coalitions. TAFF Conference to Take Place in Colombia |

The First International Conference on The Transition Away from Fossil Fuels (TAFF) will convene in Santa Marta, Colombia, from 28–29 April 2026. Announced at COP30 following the omission of fossil fuels in the negotiation text, the conference is positioned as a strategic platform to sustain momentum on fossil fuel phase-out. Co-hosted by Colombia and the Netherlands, it will bring together governments, experts and stakeholders to accelerate efforts to phase out fossil fuels and explore the legal, economic and social pathways needed for a just transition. Zero Waste Retreat Held |

The Zero Waste Foundation hosted a three-day retreat, "Zero Waste Retreat", in Istanbul from 6–8 February 2026, bringing together international climate leaders to shape the roadmap for COP31. Discussions focused on zero waste as a practical tool for reducing emissions and promoting sustainable resource use. The retreat emphasized the importance of continuity before, during, and after COP31 taking place in Turkiye between 9-20 November 2026, to ensure lasting impact, positioning zero waste as a central pillar of upcoming global climate efforts. UNFCCC Implementation Forum to Take Place |

| The UN implementation Forum will take place from 23-24 April 2026, on the sidelines of the UN climate Week in Yeosu, South Korea. Registration is open until 15 April 2026, giving stakeholders including national and subnational governments, civil society, and the private sector, an opportunity to join discussions on how to advance climate action. | The UNFCCC has announced the dates and venues for Climate Weeks 1 and 2 in 2026, with the first taking place in Yeosu, Republic of Korea from 21–25 April 2026, and the second in Baku, Azerbaijan from 7–11 September 2026. As part of the UNFCCC’s Regional Climate Weeks framework, these events are designed to translate global agreements into actionable solutions on the ground and build momentum toward COP31 in Antalya, Türkiye, later in the year. | This year’s London Climate Action Week (LCAW2026) will take place on 20-28 June 2026. LCAW2026 is expected to exceed the 700+ events of last year and will once again be working in close cooperation with the COP31 Presidency and ocus on the following themes: Building, Investing & Innovating the Net Zero Economy; Understanding Climate Risk & Building Resilience; Regenerating our Nature & Oceans; Mobilising Whole of Society Climate Action. LCAW will also see strong parliamentary engagement through GLOBE’s 35th Anniversary celebrations, annual Student-MP Climate Surgery, and related events being hosted for visiting members of parliament from around the world. | ||||||||||||
Court Says Dutch Climate Policy Discriminatory |

| A Dutch court has ruled that the Netherlands’ climate policy is insufficient and discriminatory, particularly in its failure to protect residents of Bonaire, an overseas Dutch island territory, from climate impacts. In the landmark ruling, The Hague District Court found that the Netherlands’ climate policy is inadequate and unlawfully discriminates against residents of Bonaire, who face heightened climate risks. and ordered the government to take stronger, binding climate action and develop a dedicated resilience plan for the island. | The 152nd Assembly of the Inter-Parliamentary Union is set to take place from 15–19 April 2026, in Istanbul, Türkiye, bringing global parliamentarians together to address several international issues. This year’s general debate, themed “Nurturing hope, securing peace and ensuring justice for future generations,” will serve as a platform for dialogue and coordinated parliamentary action on key global challenges, including climate change. France’s Senate Votes on Oil and Gas |

On Thursday, January 29, 2026, France’s Senate adopted a controversial bill permitting French companies to resume oil and gas extraction overseas. The decision has sparked concern among environmental advocates, who warn it could undermine France’s credibility as a climate leader, arguing that the decision risks sending mixed signals ahead of major international climate discussions. Jordan MPs Endorse Review of |

Jordan’s Parliamentary Economy and Investment Committee has endorsed a Post-Legislative Scrutiny review of Law No. 21 of 2022– the country's Investment Environment Law. The report looks at how effectively the law has worked since its adoption and reflects a growing move in parliament from simply passing legislation to checking whether laws are actually delivering the results they were meant to achieve. The review found some progress in implementation, but also pointed to challenges such as governance, coordination, clarity of roles, and follow-up. It recommended making post-legislative scrutiny a regular part of parliamentary work to close these gaps. More here. |

GLOBE Legislators partnered with UNDRR to deliver a workshop on 4 March 2026 for the Climate Caucus of the Parliament of Sri Lanka on “Managing Climate Risks: Why the Sendai Framework Matters for Parliamentarians”. Organised and hosted by the Westminster Foundation for Democracy in Sri Lanka, the event focused on the pivotal role of legislatures in addressing climate and disaster risks, strengthening national resilience, and advancing sustainable development through effective policy, budgeting, and oversight. Ahead of the workshop in Colombo, GLOBE Legislators, CEO, Malini Mehra, also delivered an address on the role of parliamentarians in delivering the Sendai Framework at a special gathering of the Climate Caucus at the Sri Lankan parliament on 3 March 2026, presided over by the Speaker of Parliament and the Co-Chairs of the Climate Caucus. |

The 13th Session of the World Urban Forum (WUF13) will take place in Baku, Azerbaijan on 17-22 May, 2026 with focus on the new urban agenda and the Sustainable Development Goals. Preparatory to the Forum, the Milli Majlis of Azerbaijan convened a meeting of 30 Members of Parliament from across the world on 30 January, 2026. Preparatory to the WUF13 and parliamentary engagement, Parvana Valiyeva, Member of the Foreign and Interparliamentary Relations Committee, Milli Majlis of the Republic of Azerbaijan has written a blog expatiating on the importance of Members of Parliament in driving the urban agenda. The Inter-Parliamentary Union (IPU) has launched a new parliamentary tool, “Methane Matters: Three Steps for Parliamentary Action,” a new resource designed to help legislators in tackling methane emissions. The guide outlines methane sources and impacts, alongside a three-step framework for legislative and oversight action, and is available in English, French, Spanish and Arabic to support wider accessibility. The guide recognises methane as a powerful driver of global warming, and by equipping parliamentarians with practical tools, the IPU aims to accelerate efforts to cut methane emissions and deliver near-term climate benefits. GLOBE Legislators and partners, DanChurchAid, the Climate Vulnerable Forum (CVF), and SEEC brought together parliamentarians for a post-COP30 dialogue focused on advancing climate implementation through legislative action. Set against ongoing geopolitical tensions, economic pressures, and conflict in the Middle East, discussions explored how MPs can show leadership through parliamentary questions and agenda setting. Participants reflected on key COP30 outcomes, and stressed the need for parliaments to actively track government progress. MPs were also encouraged to stay engaged, including through upcoming convenings like GLOBE’s 35th Anniversary at London Climate Action Week. More here. |

The next monthly Parliamentarians@COP31 webinar will take place on 29 April, 2026. There will be morning and afternoon sessions in order to accommodate the different time zones. The monthly webinars serve as information sharing sessions and further as a plaform to rally members of the Parliamentry Group to take climate action on climate action including parliamentary participation in NDCs. The March edition took place on 25 March bringing together members to discuss parliementary events held so far within the year, and plan for next events including the IMF-World Bank Spring meetings, GLOBE’s 35th anniversary celebration, London Climate Action Week, etc. To register, please email <focalpoint@globelegislators.org>. |
