BCAW2025: Climate Action Weeks Decentralise Climate Discussions – Malini Mehra

GLOBE Legislators CEO, Malini Mehra has described climate action weeks as a global movement of climate action which is now embedded in cities and regions.

In an interview with Azerbaijan’s Anewz TV during Baku Climate Action Week, she explained that decentralising international negotiations through these climate weeks have helped to diffuse the conversation from the climate bubble, and integrate climate action into people’s daily lives while supporting regional economies through a whole-of-state, whole-of-society approach.

“The key thing is that we have this momentum which is building, and people are engaging in unprecedented numbers because it is present, it is near, and it is meaningful to them. It is not a far-off UN or international event that they have no connection to. So, we have made it more relevant to their lived experiences,” she said.

Mehra, who also serves as a curator for Baku and Rio Climate Action Weeks, noted that this year’s Baku Climate Action Week showed clear progress, with increased engagements from state ministries and departments, deeper involvement from civil society organisations (CSOs), and a stronger focus on education, youth, and women.

“There were a lot more practitioners in the room from various sectors. We heard from them, and that is important. We are beyond the stage where we need another roadmap. We have the roadmaps. This year, we heard not just ‘this is what we intend to do,’ but ‘this is what we are doing.’ That is why action and implementation were very visible at this year’s Baku Climate Action Week,” she said, adding that hosting COP29 had been a game-changer for Baku, galvanising collective climate action across various sectors of the country’s economy.

Under Mehra’s leadership, GLOBE Legislators has pushed for stronger parliamentary roles within the UNFCCC, and has leveraged regional and city climate weeks to empower MPs to engage in climate action, and help deliver their countries’ nationally determined contributions (NDCs). From co-organising climate hubs and connecting young people with their MPs through the Student-MP Climate Surgery at London Climate Action Week, to engaging regional and subnational MPs at Rio, Baku and Africa Climate Action Weeks, GLOBE has worked to strengthen the link between legislators and local climate initiatives.

GLOBE also launched the Azerbaijani version of the Parliamentary Guide to Article 6 and Carbon Markets at a parliamentary roundtable on the sidelines of Baku Climate Action Week, following the launch of the English version in August this year at Rio Climate Action Week.

This year’s Baku Climate Action Week which took place from 29 September to 3 October, 2025, brought together leaders from government, business, academia, civil society, and global experts to share practical solutions and forge partnerships that translate international climate commitments into local impact.
