At COP29 GLOBE Legislators, WWF and ClientEarth Call for Legally-anchored NDCs 3.0

On 15 November, 2024, during the 29th Conference of Parties to the United Nations Framework Convention, in Baku, a coalition of climate leaders and policymakers led by  GLOBE Legislators, WWF, and ClientEarth, issued a powerful statement calling for robust NDCs 3.0 backed by comprehensive Framework Climate Laws.

The event, hosted at the GLOBE Parliamentary Pavilion, was aimed at defining how the next generation of framework climate laws, and the essential roles of Members of Parliament in  engendering more robust climate actions across the board.

Speakers included Boleslaw Matuszewski (ClientEarth); Sangji Lee (UNDP); Jan Dusik (European Commission); Matt Toombs (UK Department for Energy Security and Net Zero) emphasized that without legislative backing, climate commitments remain vulnerable. Respondents included leading parliamentarians, Honourable Cedric Frolick (South African Parliament), and Mexican climate laws expert, Dr. Andrés Avila-Akerberg (POLEA).

The COP29 event is part of a campaign initiated by GLOBE, Client Earth and WWF International, which will continue until COP30 in Belem, Brazil.

Malini Mehra, Chief Executive of GLOBE Legislators, highlighted the need for legislative oversight stating that: 

 “Climate commitments are more than diplomatic pledges; they need to be embedded in domestic law. COP29 represents a turning point for parliamentary leadership worldwide.”

Manuel Pulgar-Vidal, WWF’s Global Leader of Climate & Energy, stressed the importance of accountable frameworks, while Boleslaw Matuszewski from ClientEarth underscored how Framework Climate Laws can fill the enforcement gap by enabling a whole-of-economy approach.

This joint statement released by GLOBE, WWF, and ClientEarth reflects a crucial truth: effective climate action requires commitment grounded in law and urged global leaders to embed these commitments within robust legal frameworks to secure a resilient future for all.
