Welcome to the June Issue of our multilingual Parliamentarians@COP30 newsletter, prepared by GLOBE Legislators serving as theUNFCCC Focal Point for the world’s parliamentary constituency. Our work supports legislators to deliver on their Paris Agreement (and related) climate commitments, and to prepare for and engage effectively at COP30.

From this year on, the newsletters are available in English, French, Portuguese, and Spanish.

We are proud to work closely with the Troika of the COP28-COP29-COP30 Presidencies, to better coordinate across the Presidencies and support Mission 1.5C.

Our focus is on ensuring that the global parliamentary constituency is well-informed and supported to engage in the UNFCCC process, COP30 and related international fora. UN/COP30 Presidency Updates

COP30 Presidency Releases Second & Third Letters to Parties

In keeping with the practice of providing information to Parties ahead of COPs and rallying them to action, the COP30 President-designate, Ambassador André Aranha Corrêa do Lago, has released his second and third letters to Parties. The second letter which was sent out on 8 May, 2025 issues a Call to Action hinged on “global mutirão” by calling for global action which integrates local efforts while inviting “sub-national governments, the private and financial sectors, civil society, social movements and individuals, among others, to work together to build this process.”  The third letter, which was sent out on 23 May, 2025, encourages parties to accelerate the negotiation process ahead of Belém with the 62nd Session of the UNFCCC Subsidiary Bodies (SB62) key.

COP30 High-level Champion Announced

Brazilian entrepreneur, Dan Ioschpe, has been announced as the High-Level Champion for COP30. Ioschpe’s appointment was announced in early April by the President of Brazil, Luiz Inácio Lula da Silva. He is expected to work with the Presidency in implementing its Action Agenda especially by leading action within the private sector. More here.

SB62 to Commence Negotiations Ahead of COP30

The 62nd Session of the Subsidiary Bodies to the United Nations Framework Convention on Climate Change (UNFCCC), will take place in Bonn, Germany, on 16-26 June, 2025. The annual event, which sets the stage for the UNFCCC’s annual Conference of Parties, will serve as a springboard to initiate and advance negotiations ahead of COP30 in Brazil. Marcele Oliveira Announced as Youth Climate Champion

Climate activist, Marcele Oliveira, from Rio de Janeiro, has been selected as the COP30 Youth Champion. Oliveira was selected from a pool of 154 applicants and would represent young voices in the COP30 process and negotiations. More here.

COP30 Presidency Appoints Envoys

30 Envoys have been appointed by the COP30 Presidency.  This new tradition initiated by the COP30 Presidency seeks to provide representation for priority sectors and regions with the envoys acting “as sounding boards for sectors and regions, facilitating the flow of information and insights from their respective area.” More here.

New Executive Secretary Appointed for UNCCD

Ms Yasmine Fouad of Egypt has been announced as the new Executive Secretary for the United Nations Convention to Combat Desertification (UNCCD). Ms Fouad, who has “over 25 years of experience in environmental governance, global environmental themes and international climate diplomacy" was appointed by the United Nations Secretary General, Antonio Guterres, following advice from the Bureau of the Conference of the Parties to the UNCCD. COP30 Presidency Announces Four Leadership Circles

The COP30 Presidency has announced four leadership circles to help accelerate the implementation of the Paris Agreement. The circles will focus on climate finance; traditional and indigenous people and communities; climate governance; and global mobilization.  They will help accelerate the implementation of the Paris Agreement and serve as levers for COP30. The four Leadership Circles are the Circle of Global Ethical Stocktake, the Circle of Finance Minister for the Roadmap from Baku to Belém, the People's Circle, and the Circle of Presidents.  This last group gathers the former presidents of COPs for the first time since COP21 in 2015. This group will be led by former French Prime Minister, Laurent Fabius, who presided over COP21. More here.

Guterres Rallies World Leaders for Full-speed Climate Action

Secretary General of the United Nations, Antonio Guterres, in collaboration with the President of Brazil, Luiz Inácio Lula da Silva, convened a meeting of world leaders on 23 April, 2025. The high-level virtual meeting which brought together over seventeen world leaders including the President of China, Xi Jinpeng, focused on mobilising world leaders for more ambitious climate actions. Brasilia to Host Pre-COP

The city of Brasilia will host this year’s pre-COP, the COP30 Presidency has said. The event which will take place on the 13-14 of October will take place in the capital city of Brasilia to avoid a clash with Círio de Nazaré which should be taking place in Belém at the same time. More here.

Global Updates

US Subnational Set to Resist Federal Move Against Climate Change

A U.S. Climate Alliance consisting of twenty-four Governors have reiterated their commitment to subnational climate action despite the efforts of the President to halt that. The Alliance, led by New York Governor Kathy Hochul and New Mexico Governor Michelle Lujan Grisham, on 8 April, 2025, issued a statement referencing State's independent authority as provided for by the Constitution, and affirmed their commitment to "protect America’s progress and to sustain and advance climate action." Global NDC Conference Slated for Berlin

Students Demand for Climate Justice

Climate leaders from across the world, including representatives of government, civil society, the private sector, and Members of Parliament, will converge in Berlin, Germany on the 11-13 June, 2025 for the Global NDC Conference. Coming at a critical time when the review of the next set of NDCs is ongoing, the Conference aims at "fostering the rapid and effective translation of NDC commitments into implementation and investment plans." World Bank/IMF Spring Meetings Held in DC

This year’s Spring Meeting of the World Bank and the IMF took place on the 21-26 April, 2025, in Washington DC. The meeting which took place amidst concerns about President Trump’s anti-climate change stance saw less focus on climate action in conversations. More here.

COP30 Presidency Convenes Implementation Forum

The COP30 Presidency has used the occasion of the Climate Action Week, Panama, to reiterate its message of implementation of climate plans and strategies. COP30 CEO, Ana Toni, used the opportunity to emphasise that the priorities for COP30 are: “accelerating the implementation of tangible measures, strengthening multilateral cooperation without leaving anyone behind, ensuring that the climate agenda reflects the urgency of the crisis, and focusing on ambitious, inclusive, collective solutions.” More here.

Copenhagen Climate Ministerial Held

This year’s Copenhagen Climate Ministerial has taken place on 7-8 My, 2025. The event which brought together Climate ministers and negotiators from across the world set the stage for further negotiations at the Bonn Intersessional.

London Climate Action Week Unveils Encompassing Themes

The 7th edition of London Climate Action Week (LCAW2025), now the largest whole-of-society city-based climate festival in the world, will take place on the 21-29 June, 2025. The week harnesses the power of London’s concentration of climate orgnisations and international reach to drive climate action. Organised in partnership with the COP30 Presidency, LCAW2025 will see high-level participation from Brazil with numerous flagship events on climate finance, clean tech and innovation across various sectors. Close to 500 events are expected this year on the themes of: building climate ambition on the road to COP30; financing inclusive and resilient climate transition; delivering a net zero and resilient London and UK; and  mobilising Whole of Society Climate Action. There would also be special events revolving around sustainable fashion, and the annual Student-MP Climate Surgery organised by GLOBE Legislators. More here.

Dates Announced for Baku, Rio and Bangkok Climate Actions Weeks

Following the success of the inaugural Baku Climate Action Week (BCAW) in 2024, the second edition will take place on 29 September to 3 October, 2025 across different venues in Baku. Initiated by the COP29 Presidency and the COP29 High Level Champion, in partnership with London Climate Action Week, BCAW has galvanised diverse sectors from the region and internationally on climate action. BCAW2025 will build on this success, showcasing climate solutions and encouraging sectoral collaborations in the region and beyond.

In the same vein, in the buildup to COP30, dates have been announced for the inaugural Rio Climate Action Week (RCAW). RCAW2025 will take place from 23-29 August, 2025, and include a Governance stream involving legislators, jurists and policymakers. Dates Fixed for Bangkok Climate Action Week

Bangkok Climate Action Week (BKKCAW) has been scheduled for 28 September to 4 October, 2025. Inspired by and working in partnership with London Climate Action Week, the inaugural BKKCAW will work with the city authorities and a range of national, regional and international stakeholders across different sectors on advancing climate action.

UK & Nigeria Climate Change Committees hold Joint Webinar

Nigeria’s National Council on Climate Change on 17 April, 2025, held a stakeholders Carbon Budget Knowledge Sharing workshop in partnership with the Climate Change Committee of the United Kingdom. The engagement focused on "Nigeria’s Path to Net-Zero; Carbon Budget Knowledge Sharing with UK Climate Change Committee (UKCCC)" with participants interested in the UK's net zero journey and how these can be replicated in Nigeria. 2nd International Network on African Energy Transition Conference Held in Nairobi

The second International Network on African Energy Transition Conference took place in Nairobi on 8-9 April, 2025. Focusing on private sector investments to help address the energy challenge in Africa, the Conference called for “collaboration, innovation and multi-stakeholder engagement” to engender successful and sustainable energy transition within the continent. Tracking Parliamentary Climate Actions

GLOBE NDCs Parliamentary Roundtable Set for Berlin

Focal Point of the United Nations Framework Convention on Climate Change (UNFCCC)'s Parliamentary Group, GLOBE Legislators, is convening a Roundtable on NDCs and Parliamentary Engagement to underscore the importance of parliaments and parliamentarians in the NDC 3.0 process. The hybrid Roundtable will bring together leading parliamentarians and experts to showcase the crucial role of parliaments in raising ambition, securing finance, accelerating action, ensuring oversight of implementation, and importantly, securing a public mandate for sustained climate action. The event which is taking place on the eve of the Global NDCs Conference on 10 June, 2025, in Berlin, is being held in association with the NDC Partnership, GIZ, IKI, E3G and the Westminster Foundation for Democracy (WFD).

Low Environmental Activity in Argentina’s Congress During 2024

The 2025 Environmental Legislative Agenda, presented by the Circle of Environmental Policies, reveals a troubling reality: no environmentally significant Bills were passed into law in 2024. The environmental committee held very few sessions—mostly for informational purposes—amid a year marked by deregulatory policies from the Executive and a dismantling of national environmental governance. The only law passed with an environmental component was Law 27.782, declaring an environmental, economic, and housing emergency in areas affected by wildfires in Córdoba.

“Traceability in fishing, promotion of renewable energy, and biodiversity conservation remain critical issues for the country’s sustainable development,” said María Eugenia Testa, Director of the Circle. She also stressed the urgency of building strong federal frameworks and effective Congressional oversight mechanisms.

The 2025 Agenda adds new sections on the national and global political context and environmental governance, alongside its established focus on climate change, biodiversity, pollution, and international agreements.

Global Parliamentary Forum 2025 Held

The 2025 Global Parliamentary Forum took place on the sidelines of the World Bank/IMF Spring Meeting in Washington DC. The Forum which took place on 21-23 April, 2025, “gathered 130 participants, including around 100 lawmakers from 40 countries, alongside senior leadership from the World Bank Group (WBG) and IMF to exchange knowledge and best practices in development.” More here.

Climate Change, Security, and Critical Infrastructure Roundtable Held

Members of Parliament and other stakeholders came together on 6 May, 2025, at the sidelines of the Copenhagen Climate Ministerial, to discuss the key issues of climate change, security, and critical infrastructure. Convened by the Danish ChurchAid, in partnership with CONCITO and NDC Partnership, the event highlighted the link between climate change, security and critical infrastructure stressing the need to bring these issues closer to political decision makers; proposed multilevel governance approach to risk assessment, planning and funding, linking climate, security and critical infrastructure at regional, national, city and local level; called for the application of partnership, just transition and ‘whole of society ‘approach, including public, private and civil society actors, to promoting resilient critical infrastructure and human security at international, regional, national and local level; among others. Parliamentary Group Monthly Webinar Held

The May edition of the Parliamentary Group’s monthly “Parliamentarians@COP30” webinar took place on 28th May, 2025. There were Morning and Afternoon sessions with the webinars serving as platforms for information sharing, planning and coordination by members of parliament, staff and parliamentary organisations for COP30 and related processes to inform and support parliamentary engagement. 150th IPU Assembly Held in Uzbekistan

The 150th Assembly of the Inter-Parliamentary Union (IPU) was held on 5-9 April, 2025, in Tashkent, Uzbekistan. The Assembly which focused on the theme of "Parliamentary action for social development and justice" and adopted a resolution on "Parliamentary strategies to mitigate the long-lasting impact of conflicts, including armed conflicts, on sustainable development."    Watch the April 9 session here.

Members of Parliament under the Parliamentarians for a Fossil Free Future convened a webinar on 23 April, 2025, to address the issue of carbon capture in Asia. The webinar, with the title "Beyond the Green Facade: Avoiding the Trap of Carbon Dependence in Asia," explored fossil fuel-based technologies — including carbon capture, utilization and storage (CCUS), hydrogen blending, and ammonia co-firing and questioned their framing as climate and energy solutions, even though they deepen fossil fuel dependency.

The United Nations Industrial Development Organization (UNIDO) in collaboration with Climate Parliament, with support from the Green Climate Fund (GCF) is convening a Regional Green Investment Dialogue in Marrakesh, Morocco, on 18-21 June, 2025. The event, which is part of the Parliamentarians for Climate Finance project, will bring together Members of Parliament from Ghana, Kenya, Nigeria, Sierra Leone and Tanzania, as well as business leaders and donors.

The 21st ParlAmericas Plenary Assembly & 9th Gathering of Open Parliament Network took place in Montevideo, Uruguay, on 27 May, 2025. The event which brought together Members of Parliament from South American countries was framed by the theme of "Legislating for the Future: Harnessing Anticipatory Governance in Parliamentary Action".
