Welcome to the July Issue of our multilingual Parliamentarians@COP30 newsletter, prepared by GLOBE Legislators serving as the UNFCCC Focal Point for the world’s parliamentary constituency. Our work supports legislators to deliver on their Paris Agreement (and related) climate commitments, and to prepare for and engage effectively at COP30. At COP29, we once again hosted the Parliamentary Pavilion. COP30 Presidency Releases Fourth Letter to Parties |

The Brazilian COP30 Presidency has released a fourth letter to the international community calling all Parties and stakeholders to stay committed to the spirit of collective effort (Global Mutirão). It noted that while some progress has been achieved, the world is still off track towards achieving the goals of the Paris Agreement, adding that the incoming Presidency is working to ensure that the COP30 action agenda contributes to putting into practice what has been agreed so far. The COP30 Action Agenda has been launched by the COP30 Presidency. The launch which took place during SB62 in Bonn had in attendance the COP30 President-designate, Ambassador André Aranha Corrêa do Lago, COP30 Executive Director, Ana Toni, and the two Climate High-Level Champions, Nigar Arpadarai (COP29) and Dan Ioschpe (COP30). The COP30 Action Agenda is structured around six key axes namely: transitioning energy, industry, and transport; stewarding forests, oceans, and biodiversity; transforming agriculture and food systems; building resilience for cities, infrastructure, and water; fostering human and social development; and cross-cutting enablers and accelerators. In a letter to Parties and non‑State actors, the UNFCCC High‑Level Champions for COP29, Ms. Nigar Arpadarai and COP30, Mr. Dan Ioschpe, launched a consultative process to guide the next five years of the Global Climate Action Agenda (GCAA). They also unveiled the 2025 High‑Level Champions and Marrakech Partnership Work Programme designed to advance the COP30 Presidency’s climate action priorities. More here |

SB62 Sets the Pace for COP30 |

The 62nd session of the UNFCCC Subsidiary Bodies took place in Bonn, Germany, from 16-26 June 2025. Always the halfway point between UNFCCC COPs, the Bonn Conference as it is called, is strategic in addressing unresolved issues from the previous COP and setting the tone for the next one. While SB62 revealed that there are still cracks and trust issues, it laid the foundation for further discussions in Brazil, with the COP30 Presidency focused more on implementation than further commitments. |

The Secretary General of the United Nations, António Guterres, has stated that countries still dependent on fossil fuel as their major energy source are sabotaging their economies. Guterres stated this on 22 July, 2025. Citing data from the International Renewable Energy Agency (IRENA), Guterres explained that global investments in renewables are trumping investments in fossil fuels hence countries must key in. The COP29 Presidency convened a Heads of Delegations Retreat at Shamakhi, Azerbaijan on 23-24 July, 2025. The retreat which brought together delegation heads of negotiating parties sought to further discussions on the Baku to Belém $1.3 Trillion Roadmap, address critical negotiation points such as the UAE Dialogue on the Global Stocktake, the UAE Just Transition Work Programme, and the Global Goal on Adaptation. |

UNFCCC Launches Report on Integrating Just Transition into Climate Policies |

UN Climate Change Secretariat and the Katowice Committee of Experts (KCI) has released a new technical report Just Transitions in National Climate Frameworks and Climate Policies: Experiences in Alignment, Planning and Progress Tracking, to guide Parties in embedding just transition principles into their climate strategies. The report introduces a four‑dimension monitoring framework (distributional, procedural, restorative and recognition) to support accountability, and showcases best practices from high‑emission sectors such as coal, oil and gas, and mobility. The report aims to help governments and private actors translate just transition commitments into concrete and measurable actions. More here |

Brazil Works to Ensure Accommodation |

The Brazilian Federal Government through the COP30 Secretariat and the Brazilian Agency for International Tourism Promotion (Embratur), have taken concrete steps to secure adequate lodging in Belém to host the forthcoming COP30 in November, identifying over 30,000 rooms across hotels, private homes and re-purposed schools and universities. They have also finalized an agreement for two cruise ships to serve as temporary accommodations. This initiative will significantly increase lodging capacity by providing approximately 3,900 cabins and 6,000 beds. These measures form part of a broader federal strategy to scale accommodation and prevent price gouging.More here |

Agreement to Establish Science Policy Panel Reached |

A new global science-policy panel has been established by countries, as part of efforts to support the management of chemicals, wastes and pollution. This was announced on 20 June at a United Nations Environment Program (UNEP) led meeting in Uruguay. The panel aims to bridge the gap between scientific research and policy-making by providing policymakers with robust, independent scientific information on chemicals, waste and pollution prevention. This panel will sit alongside the Intergovernmental Panel on Climate Change (IPCC) and the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), to ensure that all pillars of the triple planetary crisis of climate change, nature and biodiversity loss, and pollution and waste have a dedicated global science-policy interface. COP30 Presidency, Brazil, has convened a second meeting of Finance Ministers with Civil society on the COP30 Finance Circle Agenda. The virtual meeting took place on 24 July, 2025. The COP30 Finance Circle Agenda seeks to “strengthen the role of finance ministries in shaping the global climate agenda. It also seeks to contribute to the development of the Baku-Belem Roadmap, which targets mobilizing at least USD 1.3 trillion in climate finance for developing countries by 2035.” More here |

The third United Nations Ocean Conference took place in Nice, France on 9-13 June, 2025, and was co-chaired by France and Costa Rica. Highlight of the conference include the ratification of the agreement on marine biodiversity of areas beyond national jurisdiction (BBNJ) nineteen countries; the declaration for a strong and binding plastics treaty; the call for a moratorium on deep-sea mining; commitment by several countries to create marine protected areas (MPAs), among others. IRENA Innovation Week 2025 Takes Place in Bonn |

This year’s IRENA Innovation Week took place on 11-13 June, in Bonn, Germany. The week had several plenaries with focus on a variety of themes including: digitalisation for the energy transition; the nexus between AI, youths, and renewable energy; innovation in infrastructure to triple renewable energy; among others. London Climate Action Week Breaks Records |

The 7th edition of London Climate Action Week (LCAW) took place from 21-29 June 2025 with a record-breaking 700+ events across the city, doubling the number from LCAW2024. Now the world’s largest independent climate action festival, LCAW saw high-level engagement from the COP30 and COP29 leadership throughout the week. The Brazilian COP30 Presidency launched its Global Ethical Stocktake with Minister Marina Silva at Kew Gardens and showcased sustainable fashion from Amazonia at an eye-catching weeklong exhibition. The week saw diverse events showing Mutirao in action at iconic venues: from Buckingham Palace, the London Stock Exchange and Piccadilly Circus, to Shakespeare’s Globe theatre, local parks, and community centers. The second regional Africa Climate Week is set to be held in Addis Ababa, Ethiopia, from 8 to 10 September, 2025, at the Addis International Convention Center. This biannual UNFCCC event aims to foster regional and global cooperation on climate change. This platform aims to provide a space for Parties, technical experts and non-Party stakeholders to share practical experiences, best practices and actionable solutions, with a strong focus on local solutions. ICJ Issues Advisory on Climate Change |

The International Court of Justice (ICJ) on 23 July, 2025, provided its Advisory Opinion on the relationship between States, and climate change. Entitled OBLIGATIONS OF STATES IN RESPECT OF CLIMATE CHANGE the Advisory affirmed that it is part of the obligations of States to ensure the protection of the climate from anthropogenic emissions for now and the future generations; States' obligations are not limited to voluntary or negotiated treaty targets; States are responsible for harms caused due to climate change, etc. The implications of the ICJ Ruling for parliamentarians will be discussed at the Pre COP30 Parliamentary Forum at Rio Climate Action Week on 27th August 2025. As preparations for the second edition of the Baku Climate Action Week (BCAW) and the inaugural Rio Climate Action Week (RCAW) gather momentum, organisers have unveiled detailed provisional programmes for the week. Both will have events engaging parliamentarians with RCAW hosting the Pre-COP30 Parliamentary Forum on 27th August. A coalition of leaders from across politics, industry and civil society under the European Movement UK, Chaired by former Green Party MP, Caroline Lucas, kicked off a nationwide campaign aimed at forging a dedicated UK–EU Energy, Climate and Environment Partnership. The launch event which took place at Broadway House in London, unveiled a new policy report entitled A New Agenda for UK–EU Energy, Climate, and Environment Cooperation. With the report’s recommendations now public, European Movement UK is mobilizing supporters to ensure these proposals feature prominently at the next UK–EU summit. More here |

ICCN Launches Important Toolkit, Seeks African MPs |

The International Climate Councils Network– a growing network of climate councils with 25 expert bodies officially mandated to advise their governments on climate policy has launched a toolkit, ‘How to Create a Climate Council,’ which aims to support governments to strengthen climate governance by creating climate advisory bodies in their own countries. The toolkit is packed with case studies from the ICCN’s network and expert research, including a video case study of the South African Presidential Climate Commission. ICCN’s priority geography for 2025 is Africa, and they are looking to speak with African MPs and government officials about climate governance in their countries. GLOBE & Partners to Host Pre-COP30 Parliamentary Forum & Governance Hub at RCAW |

GLOBE Legislators, Focal Point of the informal UNFCCC Parliamentary Group, will be convening a Pre-COP30 Parliamentary Forum on 27 August, 2025, during the inaugural Rio Climate Action Week (RCAW). The hybrid Forum is being organised in partnership with Plataforma CIPÓ, Clima de Política, OPCC, and other leading regional networks and hosted by the Municipal Chamber of Rio (Câmara Municipal) (Câmara Municipal). 2nd Parliamentary Summit on Climate Change |

The second Parliamentary Summit on Climate Change and Just Transition in Latin America and the Caribbean will take place on 6–7 August, 2025, at the National Congress in Brasília. Convened by the Parliamentary Observatory on Climate Change and Just Transition (OPCC), the event “aims to promote interparliamentary cooperation around the climate agenda and just transition, by creating spaces for dialogue on priority issues and identifying opportunities to align positions among Latin American and Caribbean parliamentarians in preparation for COP30. It will also seek to discuss strategies for green productive development and regional integration, with a focus on future transitions. OPCC is also collating signatures for a “Letter of Support for the COP30 Presidency” which will be formally presented to Ambassador André Corrêa do Lago during the opening session of the Summit. Turkey Adopts Climate Change Law |

GLOBE Legislators in partnership with Germany’s International Climate Initiative, NDC Partnership, E3G and WFD convened a one-day roundtable on parliamentary engagement in the Nationally Determined Contributions(NDCs) on 10 June 2025. Held on the eve of the 2025 Global NDC Conference, the event convened parliamentarians, policy experts, and government representatives for a high‑level dialogue on the critical role Members of Parliament play in the development and implementation of national climate commitments. GLOBE also presented interim findings from its global study on parliamentary engagement in NDC 3.0, laying the groundwork for stronger legislative involvement ahead of COP30. More here |

The 2nd Regional Conference of Parliamentary Future Committees of Latin America and the Caribbean took place at the headquarters of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), in Santiago, Chile, on 1 July. The event focused on strengthening the legislative capacities of Members of Parliament across the region with the aim of helping them enact legislative frameworks that will engender a productive, inclusive, and sustainable future. |

The South African Development Commission’s Parliamentary Forum (SADC-PF) on 2 July, 2025, held a seminar interrogating the nexus between children’s rights and climate change. The event which took place in Cape Town, South Africa witnessed the MPs calling on all to take action. Speaking during the event, the Deputy Speaker of the Parliament of Botswana, Hon. Helen Manyeneng, challenged SADC MPs to “re-imagine climate governance through the eyes of the region’s children.” More here |

Legislators Launch Letter Calling for Greater Legislative Role in Global Climate Governance |

On 16 July 2025, more than 80 Brazilian parliamentarians submitted a letter to the COP30 Presidency at the Chamber of Deputies in Brasília, calling for the formal recognition of the vital role legislators play in global climate governance, and ensuring their capacity to translate commitments into law and sustain oversight. Coordinated nationally by Plataforma CIPÓ and Clima de Política and led internationally by GLOBE Legislators, the letter remains open for endorsements through COP30 in Belém in November 2025.
