Parliamentary Group Submits Letter for Constituency Formalisation to UNFCCC

Members of Parliament who constitute the informal UNFCCC Parliamentary Group on Wednesday, 12 November, 2025, submitted a letter to the United Nations Framework Convention on Climate Change (UNFCCC), outlining the urgent need for the recognition of the Parliamentary Group as a formal constituency of the UNFCCC.
Led by GLOBE Legislators— Focal Point of the Parliamentary Group—, Plataforma CIPÓ, Clima de Politica, Climate Parliament, and other parliamentary networks, the group stressed that parliaments have a critical role to play in translating climate pledges into action.
In his speech, the President of GLOBE Legislators, Juan Carlos Villalonga, pointed out that it is this understanding of the important role of legislators to climate action that motivated GLOBE in the first place to rally MPs and parliamentary networks to establish the first ever UNFCCC Focal Point for the Informal Parliamentary Group in 2021 ahead of COP26 to foster more effective engagement in the UNFCCC process.
Maiara Folly, Executive Director of Plataforma CIPÓ, and Beatriz Pagy, Executive Director of Clima de Politica, in their respective speeches reaffirmed the urgent need for this formalisation adding that the Parliamentary Group had earlier submitted a petition to the COP30 Presidency, to this effect.

The petition which has so far gathered 156 signatures from member of parliament across the world (Zimbabwe, Zambia, Venezuela, USA, United Kingdom, The Gambia, Sierra Leone, Sénégal, Congo DRC, Nigeria, Montenegro, Mexico, Maldives, Guinea, Ghana, France, Egypt, Ecuador, Djibouti, Côte d’Ivoire, Canada, Brazil, Botswana, Austria, Argentina) reinforces the belief of legislators that they have a critical role to play in enhancing parliamentary action.
Receiving the letter on behalf of the UNFCCC, Danielle Magalhaes, Team Lead, Communications and Engagement Division, UNFCCC secretariat pointed out that the UNFCCC is always committed to supporting groups and constituencies in order to enhance action. The Secretariat noted that over the years, they have continued to engage with GLOBE as the Focal Point and will continue to do so. She stated that the letter will now be subjected to internal discussions and next steps communicated.
The presentation was carried out by Deputy Nilto Tatto from the federal Congress of Brazil and GLOBE Legislators President Juan Carlos Villalonga, from Argentina, with the support of all MPs and parliamentary networks present.
GLOBE’s effort to get widespread, cross-party support for Parliamentarians to be recognised as a formal constituency at the UNFCCC forms part of its 10-point Baku to Belém Roadmap for enhanced parliamentary engagement at the UNFCCC to increase support for the Paris Agreement.
