GLOBE COP20 Legislators Summit launches global program of parliamentary hearings on INDCs for 2015

On 7 December 2015, GLOBE Legislators gathered in Lima from over 30 countries called for national hearings on government commitments to be staged in the world’s parliaments in 2015.

The GLOBE COP20 Legislators Summit took place between the first and the second week of the 20th UN Climate Conference in Lima, Peru. This was the last international conference of GLOBE parliamentarians in 2014, following meetings in Washington DC and in Mexico City.

The Summit aimed at galvanizing parliamentary action and debating policy developments at 12 months from the UN conference that is expect to reach a global agreement on Climate, in Paris in December 2015. It was hosted by the Congress of Peru and saw the participation of 115 parliamentarians from 32 countries.

Manuel Pulgar-Vidal, Peru Environment Minister and COP20 Chair and Christiana Figueres, UNFCCC Executive Secretary invited GLOBE legislators to redouble their efforts in national parliaments. In 2015, 196 countries in the world will present their national contribution to halt dangerous climate change and move towards a more sustainable model of development.

The “Indended Nationally-Determined Contributions” (INDCs) will be open for debate and offer a chance for democratic participation and scrutiny. GLOBE Legislators mandated the International Secretariat to organize a series of parliamentary hearings in the world’s parliaments on INDCs.

The hearings will be organized by GLOBE groups of legislators (currently active in over 30 countries, with members covering an additional 20 parliaments) and will consist of committee-style hearings of government negotiators and ministers who will present the national contribution and offer the opportunity for parliamentary debate.

GLOBE legislators at national level will open the process to national stakeholders and use the hearings to inform parliamentary colleagues and to communicate the importance of reaching an ambitious 2015 global agreement on climate to their constituents.

At the beginning of 2015, the GLOBE International Secretariat, under the leadership of its new Chief Executive Officer Malini Mehra, will canvass GLOBE members around the world to start the process and schedule as national hearings.

Addressing the GLOBE Summit, Adnan Z. Amin, Director-General of the International Renewable Energy Agency (IRENA) outlined a partnership programme between IRENA and GLOBE which will include a component on transitioning to renewable energy sources as part of national INDC design strategies.

The GLOBE INDC hearings programme will also provide an international forum for those parliamentarians and stakeholders who will take part in the process, which will meet physically in the GLOBE COP21 Legislators Summit in the side-lines of COP21 in Paris.
