Congressman Walden Bello of the Akbayan Party-List represented the Philippines in the 1st International Conference on Climate Change Adaptation: Policy Practice and Legislation held in Beijing from July 2-4, 2013, organized by the Global Legislators Organization (GLOBE International).
More than 150 delegates from over 30 countries participated in the conference wherein legislators from 10 countries - South Africa, India, Jamaica, Nepal, Mexico, Nigeria, Philippines, Costa Rica and Micronesia participated in the conference. Participating legislators detailed their efforts in developing national adaptation legislation and the progress made in implementing existing laws.
The conference focused on sharing best legislative practice between countries and developed a set of Adaptation Legislation Principles designed to guide both legislative and policy adaptation responses.
On the 3rd day of the conference, Congressman Bello shared the Philippine country experience on legislation for climate change adaptation. He discussed the merits of various approaches to adaptation legislation and the importance of having sound climate change national policy framework. Bello also called for more proactive involvement of legislators in climate negotiations.
Congressman Bello is the first Filipino legislator who has joined such type of strategic gathering of legislators by GLOBE International. He also promised support to the establishment of GLOBE chapter in the Philippines.
