GLOBE International/Indonesian DPR Green Economy Caucus Signing Ceremony - Bali, February 2013
The establishment of a partnership with legislators on REDD+ in Indonesia has taken place in the context of the wider Green Economy agenda. GLOBE has sought an alternative model for engaging legislators, supporting the formation of a Green Economy Caucus in the Indonesian Parliament. Given the previous lack of a platform for strengthening of legislation and oversight related to REDD, the establishment of the Caucus as a new partner for GLOBE and its Forest Legislation Initiative in February 2013 is a significant step forward.
In November 2013, GLOBE launched the Indonesia Forest Legislation Study, as part of the wider Forest Legislation Study, advancing proposals for REDD+ legislative reforms. Indonesian legislators have participated in a series of forest-related events, including the 1st GLOBE International Forest Forum at UNFCC COP 18 in Doha in 2012.
GLOBE has also established a dialogue with the UKP4, the Indonesian President's Unit in charge of REDD+, to facilitate dialogue on REDD+ legislation between the Legislative and the Executive Branches of Government. Most recently, Mr Heru Prasetyo, Deputy Head of Planning and International Relations in Indonesia's President's Delivery Unit for Development Monitoring and Oversight, attended and presented at the 2nd GLOBE International Forest Forum at UNFCCC COP 19 in Warsaw.
The Chair of the Indonesian Parliament's Green Economy Caucus has recently sparked a debate on the need for enhanced transparency in the management of national REDD funds: http://www.thejakartapost.com/news/2013/11/21/house-demands-transparency-redd-budget.html
The new Green Economy Caucus in the Indonesian parliament (DRC) was launched at the workshop on green economy which took place on 21 February 2013 in Bali.
The event was organised by local NGO Prakarsa in partnership with GLOBE International. It was composed of two parts: a workshop on the green economy and the inaugural session of the Green Economy Caucus. Barry Gardiner MP, GLOBE's Chairman of the Board, was invited as the keynote speaker and the representative of GLOBE International.
The event was attended by Indonesian legislators including the Hon. Satya W. Yudha, Chair of DRC Commission VII - Energy and Mineral Resources, Environment and technology, the Hon. Andi Timo Pangerang and the Hon. Arif Budimanta, both members of DRC Commission XI, Financial, Development Planning and the Hon. Chusnunia, member of DRC Commission IX, Health, Population and Manpower.
