In October 2011, GLOBE hosted the 3-day visit to the UK of Minister Xie Zhenhua, Vice Chair of the National Development Reform Commission (NDRC). The Minister met with senior political figures from all three major UK parties, including Cabinet Office Minister Oliver Letwin, then Secretary of State for Energy and Climate Change, Chris Huhne, leader of the Opposition Ed Miliband and MPs and Peers. At a meeting including MEPs and MPs from key European Member States, it was agreed to begin a regular "second track" of discussions between Chinese Ministers and senior officials and European legislators.
The agreed aims are to:
- Share political intelligence on the climate change agenda
- Explore concrete areas for closer collaboration
- Commission joint research and analysis to underpin and inform the discussions
The first meeting of the so-called "2nd track" took place in Venice in September 2012. The Chinese delegation was led by Su Wei, Director General of the Climate Change Department in NDRC and consisted of senor officials and leading academics. The EU was represented by senior legislators from the UK, France, Germany, Italy and The Netherlands. The outcome was to commission some joint research on the potential for greater convergence of standards in the appliances, automotive, building and food and drink sectors. It was agreed that GLOBE, in collaboration with the NCSC, would take forward this work and report back to the next meeting of the "2nd track", due to take place in late 2013.
