The 2nd GLOBE Climate Legislation Summit was held in the US Senate and World Bank in Washington DC on 27th and 28th February 2014. More than 100 legislators from over 40 countries participated in the two-day event organised under the GLOBE Climate Legislation Initiative. The Summit took place a year after the 1st GLOBE Climate Legislation Summit held at the UK Foreign Office in London in January 2013.
The Summit received the findings of the 4th edition of the GLOBE Climate Legislation Study and announced the Partnership for Climate Legislation, a GLOBE initiative supported by the United Nations and the World Bank. To promote access to the Study GLOBE also published the first edition of the GLOBE Legislation App (available on iOS and Android).
The high-level opening session was hosted by US Senator Edward Markey and included speeches by House Democrat Leader, Nancy Pelosi, US Senator Barbara Boxer (watch), House Chairperson of the National Assembly of South Africa, Cedric Frolick, UN Assistant Secretary General, Dr Robert Orr (watch), Executive Secretary of the UNFCCC, Christiana Figueres, Executive Director of the United Nations Environment Programme (UNEP), Mr Achim Steiner, CEO and Chairperson of the Global Environment Facility, Dr Naoko Ishii (watch), Vice President of the World Bank, Rachel Kyte (watch) and Obama Administration Climate Envoy, Todd Stern (watch).
Country delegations presented updates providing overviews about the status and prospects of climate-related legislation in over 30 countries which are part of the Initiative. The Summit also received a joint briefing from the US National Academy of Sciences and the UK Royal Society on on the science of climate change (click here to download).
The 2nd day of the Summit took place at the World Bank and was opened with a dialogue with the President of the World Bank, Dr Jim Yong Kim (watch), and focused on exploring ways in which the World Bank Group could support national legislators in advancing legislation in developing countries. A Forest Legislation Session involving legislators from both forest and non-forest countries was also held. The remaining agenda was dedicated to a discussion on the objectives of the forthcoming 2nd GLOBE World Summit of Legislators, which will convene over 500 legislators in the Mexican Congress from 6th-8th June 2014.
The Summit agreed an Outcome Statement and hosted the Annual General Meeting of the Global Legislators Organisation, which resulted in the election of the Hon. Cedric T. Frolick MP as the first non-G8 country President of GLOBE. Delegations from Peru, Morocco and Mongolia expressed their intention to advance climate-related laws and requested GLOBE's support to develop the legislation.
